How you’ll make a difference

At Hepburn Shire Council, we’re on an exciting journey to strengthen our culture, leadership, and capability. As our Organisational Development Lead, you’ll be at the centre of shaping the way we grow, learn, and lead together.

In this role, you’ll design and deliver strategies that lift leadership effectiveness, build organisational capability, and create a thriving culture where people feel engaged, valued, and empowered.

You’ll:

  • Lead culture and engagement initiatives that spark positive change and drive continuous improvement.
  • Develop and deliver learning, leadership, and capability development programs that inspire growth and succession readiness.
  • Partner with leaders to design evidence-based strategies that strengthen performance and development across the organisation.
  • Manage frameworks and processes including PDPs, reward and recognition, compliance training, and leadership development programs.

Our ideal candidate

  • Qualifications and/or strong experience in HR, Organisational Development, or a related field.
  • A proven track record in designing and delivering organisational development, culture, and leadership programs.
  • Strong stakeholder engagement skills, with the ability to influence and build trusted relationships
  • Excellent facilitation, coaching, and communication skills to support leaders and teams to thrive.
  • The ability to juggle multiple projects, manage resources effectively, and deliver within timeframes and budgets.
