Our client, a large complex Queensland Government Department, are currently seeking a Business Transformation Project Manager for an initial 12-month contract.
In the last decade, the scale of the demands on this division have increased significantly. The annual delivery portfolio has increased to over $1.7 billion per year in 2024–25 with over 2,000 projects in-flight, along with a growing and ageing asset infrastructure asset base with a replacement cost of more than $40 billion.
As illustrated by maturity assessments, audits and other reviews in recent years, maturity of business practices across the division need to be uplifted to effectively address the increased demands and expectations. To enable the above, there are a number of business transformation initiatives underway, or being initiated, to uplift the maturity of business practices that underpin service delivery.
The focus of the business transformation initiatives includes portfolio management, financial management, asset management, contract management and information governance & digital enablement.
The Project Manager will play a key role in leading one or more non-technical (non-ICT) business change projects from concept to implementation, including establishment of new operational functions and/or teams.
The Project Manager will operate in a complex transformation environment and will be expected to deliver results with a combination of autonomy and teamwork.
Key responsibilities include:
- Lead end-to-end delivery of allocated business change projects, including the development of project briefs, schedules, governance artefacts, and delivery plans.
- Manage multidisciplinary project teams and provide leadership across planning, delivery, and evaluation phases.
- Apply fit-for-purpose project management approaches (PRINCE2/Agile) suitable for a business-led transformation environment.
- Identify and manage project risks, issues, interdependencies, and change impacts, escalating where necessary to maintain delivery momentum.
- Work closely with internal stakeholders to align project scope and delivery with business priorities and constraints.
- Provide clear, concise, and timely communication to project stakeholders, including preparation of status reports, executive updates, and decision logs.
- Ensure project governance processes are followed and support program-level assurance and reporting requirements.
- Champion and integrate organisational change management practices in collaboration with the Change Manager.
- Contribute to the development and implementation of new operational capabilities, including the formation of sustainable teams, processes, and governance models.
- Promote continuous improvement by contributing to lessons learned, process refinement, and capability uplift within the project and broader program environment.
You don’t need to check every box; however, ideally seeking a strong combination of:
- Demonstrated experience managing business change or transformation projects in a complex organisational environment.
- Experience establishing new operational functions or teams will be highly regarded.
- Proficiency in project planning and reporting tools (e.g. MS Project, Excel, SharePoint, JIRA).
- Demonstrated ability to deliver outcomes through influence and collaboration, often without direct line authority.
- Knowledge and practical application of project management and change frameworks (e.g. PRINCE2, Agile, PROSCI, or equivalent).
- Strong stakeholder engagement and relationship management capabilities, including the ability to tailor messages to diverse audiences.
- Proven ability to manage competing priorities and ambiguity while maintaining a focus on outcomes.
- Tertiary qualifications in business, project management, public administration, or related fields (or equivalent experience).

Casual Loading
Please note for all Australian based contract and temporary roles only, the pay rate is inclusive of mandatory 25% casual loading. This excludes permanent and fixed term roles.
