Our client, a large complex Queensland Government Department, are currently seeking a Business Analyst for a Financial Management Improvement Program.
The Project
Maturity assessments, audits and other reviews in recent years, maturity of business practices across the division need to be uplifted to effectively address the increased demands and expectations. To enable the above, there are a number of business transformation initiatives underway, or being initiated, to uplift the maturity of business practices that underpin service delivery of the Division.
The focus of the business transformation initiatives includes portfolio management, financial management, asset management, contract management and information governance & digital enablement. This role brings business analyst expertise to the Portfolio and Financial Management Program (PFMI), specifically the Financial Management Improvement (FMI) project, working with stakeholders across the Division to assess current performance and support the implementation of financial management frameworks and business process improvements to modernise operations and uplift capability.
Accountabilities of the role (include but not limited to):
- Financial Processes: Support development of financial budgeting, planning, estimating, and forecasting processes.
- Process Optimisation: Analyse and improve business processes (e.g., procure-to-pay, order[1]to-cash) using mapping and modelling techniques.
- Audit and Compliance: Support audit readiness and compliance through effective documentation and control frameworks
- Requirements Gathering: Facilitate workshops and engage stakeholders to capture and document business requirements.
- Data Analysis: Analyse financial and operational data to identify trends, gaps, and inform decision-making.
- Financial Decision Support: Contribute to development of financial funding models to support investment decisions, cost control, and ROI analysis.
- Solution Design: Prepare functional and non-functional specifications to guide solution design and implementation.
- Stakeholder Engagement: Ensure clear communication between project teams and stakeholders for successful outcomes.
- Documentation: Maintain comprehensive documentation (e.g., business requirements, process maps, traceability matrices).
- Business Readiness: Support business transition activities and contribute to change enablement.
- Reporting: Draft reports, briefing materials, and correspondence for senior management.
- User Acceptance Testing: Coordinate and participate in UAT to validate solution effectiveness.
Essential skills and experience:
- 3 years' experience in finance, preferably in budgeting, forecasting and reporting area.
- 5 years’ working experience as Business Analysis within Waterfall / Agile and Scrum methodologies
- Experience supporting initiatives that are varying in size, complexity and ambiguity.
- Business Analysis Body of Knowledge (BABoK).
- Process modelling to BPMN standard, intermediate skill in Visio.
- Business Analysis
- Proficiency in MS Suite (PowerPoint, Excel, Word) Desirable
- Background in infrastructure/construction/facility management/asset heavy industry.
- Experience using business process modelling tools such as Signavio, ARIS, Pega BPM, or SAP Blueprint

Casual Loading
Please note for all Australian based contract and temporary roles only, the pay rate is inclusive of mandatory 25% casual loading. This excludes permanent and fixed term roles.
