SOUTHERN GULF NRM

Southern Gulf NRM (SGNRM) is a not-for-profit community-based company responsible for planning and implementation of sustainable Natural Resource Management (NRM) in the southern Gulf of Carpentaria region of Northwest Queensland.

The Southern Gulf region covers 215,000 square kilometres and comprises the catchments of the Flinders-Cloncurry, Leichhardt, Gregory-Nicholson Rivers, Settlement Creek and Mornington Inlet, and the Wellesley Islands.

Programs are delivered collaboratively with a range of stakeholders including all levels of government, industry groups, Traditional Owners, and conservation groups.

Southern Gulf NRM is governed by a Board of Directors under the provisions of the Corporations Act 2001 and the Constitution of Southern Gulf NRM Ltd.

PURPOSE OF POSITION

The Manager (Corporate Services) supports the Chief Executive Officer (CEO) in ensuring good business systems and processes are in place for the organisation. Working with the General Manager, this role coordinates corporate planning, budgeting, and delivery.

This role is responsible for overseeing corporate functions including coordination of finance, governance and compliance, risk management, workplace health and safety (WH&S), information technology and human resources. The role currently has an Administration Services Coordinator direct report.

KEY DUTIES AND ACCOUNTABILITIES

Key responsibilities:

Lead corporate functions that are diverse and multi skilled including finance, HR, WHS, risk, compliance, Information and Technology (IT) and administration either directly, or seeking guidance and advice from external HR and IT consultants.

Work with the General Manager to maintain SGNRM property, plant and equipment.

Lead the corporate services team and provide strategic direction for them to deliver effectively.

Liaise, engage, and coordinate with the Chief Executive Officer, General Manager and other senior staff / team leaders.

Support the team to implement organisational change initiatives to support strategic priorities and foster a culture of adaptability and continuous improvement.

Contribute proactively to meetings by offering strategic insights and innovative solutions to support organisational goals.

Regularly evaluate and lead the development and implementation of enhanced business processes, procedures and policies to improve efficiency, effectiveness, and service delivery.

Oversee the day-to-day implementation of procedures across finance, human resources, IT, WH&S and business administration to ensure alignment with industry best practices and organisational standards.

Develop and manage Human Resources, IT, Finance and Legal consultancy agreements.

Responsible for financial functions, including developing budgets, and scenario modelling, cashflows, and reporting to the CEO to the Board of Directors.

Support the CEO in fostering a positive workplace culture, supporting innovation, good governance and sound financial accounting.

Commitment to and compliance in creating, sustaining, and actively participating in a safe and healthy workplace and promoting SGNRM Core Values and Behaviours.

Support the CEO in coordinating the development of SGNRM policies, procedures, and processes, and ensuring compliance, including Safety Management Systems.

Other duties as reasonably directed by the employer.

KEY TASKS

Enabling Functions Oversight:

Lead the team in delivering compliant, accurate and timely Payroll, Accounts Payable and Accounts Receivable tasks in line with business requirements, this may include but not be limited to assisting with and review of payroll functions as required, review superannuation contribution documents as required and Fringe Benefit Tax (FBT).

Lead the coordination, integration and implementation of financial services, human resource management (payroll functions), WH&S, risk, compliance, IT and administration for the organisation.

Lead finance and accounting services to ensure contract, financial, legal, accounting and governance requirements are met.

Support Project Leaders in their projects including financial input and monitoring; and monitor all project milestones and report to the CEO activities at risk or of concern, with recommended solutions prior to briefing the Board’s Finance, Audit and Risk Committee.

Provide financial information and develop project budgets for funding applications.

Conduct reporting and communication:

Lead the reporting requirements for finance and accounting services to ensure contract, financial, legal, accounting and governance requirements are met.

Review and monitor all aspects of corporate service delivery, business performance and risk management.

Lead Board reporting and actions, including preparing the Board financial reports and budgets for the Finance, Audit and Risk Committee and Board of Directors.

Coordination and administration of all financial reporting requirements to Government and non-government/industry agencies as required.

Oversee audit quality assurance reporting and quality monitoring for the organisation, including for projects. Ensure accurate financial and accounting information and communicate the information across the organisation:

Provide accounting support to the SGNRM administration staff to produce sound financial reporting.

Analyse and undertake interpretation of financial results, and compilation of information for reporting, including internal and external reporting.

Utilise and provide recommendations on the financial information to assist with organisational decision making.

Monitor job budgets recording and reporting and work with Managers and Project Leaders to manage budgets.

Preparation of monthly financial reports for the Project Leaders and General Manager prior to CEO and Board briefing.

Financial acquittals and coordination of financial statements and annual external audit.

Lead the review, development, and implementation of organisational policies and procedures to ensure compliance, relevance, and alignment with strategic objectives:

Oversee policy and procedure reviews to the Board in line with CEO and Board expectations.

Oversee the WH&S Safety Management System Processes.

Oversee the provision of Contract Management services.

Oversee the administration of contracts for SGNRM.

Provide administrative support to Project Leaders and Managers / Team Leaders to ensure contracts are standardised using appropriate templates.

Monitor and review outgoing contracts / agreements.

Oversee Asset and Fleet Management

Oversee and coordinate the Mount Isa Building management and maintenance.

Coordination of all asset purchases and disposals (as per Board approved Capital Items Budget and Delegations Register).

Vehicle Fleet Management oversight, in partnership with the General Manager and all SGNRM staff.

Coordinate Asset Management activities in line with Australian Not for Profit (NFP) business standards.

Coordination and maintain asset register and asset audit per annum.

Coordination of asset depreciation register and records.

Support the HR Consultant team in providing Human Resources services across the business in line with legislative requirements and drive the culture aligned to the organisations strategic plan:

Create, lead, and foster an inclusive workplace.

Provide clarity of purpose to all allocated and associated staff for all activities.

Implement individual Professional Development plans for direct staff to ensure they are supported in their roles, aspirations with work, and relevant learning and development of staff.

Recognise the efforts of direct staff in a positive and constructive manner.

Manage the performance management process inclusive of feedback to your staff through both formal and informal mechanisms and opportunities.

SELECTION CRITERIA

Appointment to the position will be based on the following selection criteria.

Qualifications in a relevant discipline (e.g., Business Management, HR, Finance or Accounting).

Be an accomplished leader of multi-functional teams (minimum 5 years’ experience) including workforce planning and staff performance management.

Demonstrated experience and skills in financial management accounting systems (Reckon Accounts Hosted or similar).

Demonstrated experience in innovative change management or systems improvement.

Sound understanding of corporate services best practice (NFP and NRM desirable but not essential).

Demonstrated skills in the development and implementation of financial budgets, cashflows, reports and contractor management and analysing results that drive decision making.

Demonstrated project management skills, including working within budgets and time frames, and producing high quality written reports and confident communication.

Exceptional communication skills, including the ability to communicate with and influence a diverse client base, including industry groups, government and Board Directors.

Current driver’s licence.

GENERAL CONDITIONS OF EMPLOYMENT

This is a full-time position (38 hours per week), but alternative arrangements could be negotiated.

The position is employed under the Southern Gulf NRM standard terms and conditions of employment.

Rent Assistance

Rent assistance of up to $5,200 per annum (pro‐rata) may be available to employees of Southern Gulf NRM under the relevant policy.

Relocation Assistance

Full or partial reimbursement of reasonable relocation expenses is available by agreement.

Leave

Five (5) weeks annual leave with 17.5% loading is available pro-rata. Up to 10 days study leave and negotiated financial assistance for approved relevant study pro-rata. Other leave provisions are detailed in Southern Gulf NRM Employee Policy Manual.

Superannuation

Payment of an amount equivalent to 12% of the employee’s salary to an eligible fund of the employee’s choice.

Vehicle

A vehicle will be available for work use when required.

Location

The position is located in the Southern Gulf NRM office at Mount Isa. From time to time, travel to sites elsewhere in the Southern Gulf NRM region will be required that may include multiple nights away from home. Travel within the region is by car, often involving trips of multiple hours. From time to time after hours travel will be necessary.

A current Provisional or Open Driver’s license is essential to this position.
