The Opportunity
We’re seeking an experienced Change Manager to lead the training and communication effort for a complex transformation program within a high-trust federal agency.
This role sits within a dedicated Change team and supports the rollout of a nationally significant capability. You’ll focus on the people side of change — building clear, actionable content, uplifting readiness, and helping teams successfully transition to new ways of working.

Key responsibilities include:
- Design and deliver training that sticks — practical, clear, and tailored
- Craft communication that cuts through — timely, targeted, and engaging
- Map change pressure points and build confidence where it matters most
- Lead visible, people-first change activity across channels and teams
- Measure what matters — use feedback to sharpen delivery and boost impact
To be successful in this role, you will need:
- Proven experience delivering change management services in complex environments, particularly in the areas of training, communication, and people-focused transformation. You’ll have a track record of developing change materials, supporting end-user adoption, and driving outcomes across large-scale programs.
- Strong availability and commitment to high-quality delivery within required timeframes. You’ll bring the skills, judgement, and initiative to independently produce training and communication artefacts that meet both operational needs and strategic objectives, with the flexibility to adjust based on feedback and evolving program goals.
- A demonstrated ability to build momentum behind change, align with team objectives, and adapt to fast-paced and shifting program environments. You’ll work collaboratively with geographically dispersed stakeholders, simplify complex ideas, and support capability uplift through engaging, targeted content.
