Emergency Management includes the department's emergency management accountabilities delivered through Emergency Management Victoria, Emergency Recovery Victoria, Sector Performance and Reform and emergency management statutory entities and offices. The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.
What does the business unit do?
EM Technology and Data is responsible for both national and state telecommunication and technology platforms that enable communications to and from the community, sector operational communications and sector information systems. The EM Technology and Data business unit is responsible for delivering the following the key functions of: Strategy & Enterprise Architecture; Investment Planning; Support & Development; Trust Management and Procurement and Contract Management.
What will the role do?
You will be responsible for the management of the Technology Trust Fund and EM Tech and Data operational finance within the Department of Justice and Community Safety financial environment.
Managing the Trust in a multi-jurisdictional, department and agency environment you will also develop, present and oversee financial obligations for EM Tech and Data ensuring compliance with the Trust and DJCS financial management obligations.
Some of your duties will include:
- Provide support to the Director for the financial management and investment strategy, and driving change for process improvement in the team.
- Manage, a team to provide high quality and timely financial transactions to meet obligations from the sector and government.
- Providing financial reporting and analysis to enable strategic input for the facilitation of high-level decision-making by management.
- Actively, draft, input into and drive finance improvements as an example by implementing quality checks and regular update of framework documentation.

What skills and knowledge should the Senior Finance Manager have?
As our ideal candidate, you will have:
Technical Expertise
- Demonstrated experience of at least 10 years in managing a finance portfolio and reporting to senior executives
- Expertise and experience in managing a team providing end-to-end financial activities, in a fast-paced environment. Noting EM Tech and Data manage mission critical systems.
- Strong commercial capabilities to provide advice on and support optimum value for money spend on program
- Excellent written communication and interpersonal skills.
- Strong analytical and problem-solving abilities.
- The ability to collaborate with multiple internal and external stakeholders.
- Great organizational skills and attention to detail.
Qualifications
- Bachelor's in accounting, business management, commercial, or similar required
- At least 10 years of experience as financial manager, or similar role
