Responsibilities & Duties
Planning & Strategy
· Provide strategic advice and support to the Executive Manager – Operations, Community & Growth and CEO in setting operational strategy.
· Provide leadership, support, strategic direction, and management to achieve Region goals, and ensure they operate safely, competitively, profitably, is customer focused and reliable, productive and manage risk.
· Ensure the delivery of services and the achievement of service standards expressed in both internal and external agreements. This will be influenced by possible consultation and discussion with local councils, community groups, local politicians, and key service providers.
· Manage appropriate contact with major suppliers, customers, industry associates and government representatives to achieve the business objectives of operational services.
Business Development
· Using the Region growth and development plan, support membership growth and retention opportunities in consultation and collaboration with volunteers from across the Regions
· Identity opportunities for business improvement and new business opportunities.
· Source relationships with community groups and key decision makers to develop business opportunities for a new sector, activity, service, solution, or customer.
· Assess potential partners, perform competitive research, evaluate proposed deals/partnerships, and analyse and develop business cases for new business targets.
· Develop new services or solutions by combining several existing services/activities and generate leads to establish a corresponding market sector to gain new business for the Regions.
Operations Management
· Support the Regions and volunteers with the planning, delivery and measurement of leader and member growth and retention initiatives.
· Oversee resources deployed to manage property, including region activity centres and campsites, ensuring optimum utilisation of assets and resources for sustainable growth.
· Drive awareness and actively promote Scouts NSW profile across the region to ensure a positive reputation.
· Support the production, updating, reviewing, and advising of policies, standard operating procedures, and guidelines.
People Management & Performance
· Create and foster a respectful and inclusive team environment and culture by welcoming and celebrating differences to ensure positive and engaging experiences for team members.
· Provide ongoing coaching and support to the team with consistent delivery of agreed outcomes and availability of appropriate development opportunities to build employee/volunteer capability to their fullest potential.
· Identify staff learning and development needs and execute appropriate action.
· Team management and development, initiating performance improvements, and dealing with HR issues.
· Ensure that all business activities and employees within the position’s area of control comply with all legislative/statutory obligations, company policies, standards, and procedures.
Stakeholder Management (Leaders, Community & Members)
· Maintain and promote the external profile of Scouts NSW through communication and continued engagement with the broader community and through partnerships to support the identification of new community programs.
· Oversee partnership opportunities and relationships.
· Support the development of and test initiatives to improve the Scouts NSW experience for members, volunteers, internal stakeholders, and the community.
· Establish and maintain links with appropriate community groups relevant to the activities of the Regions.
· Attend Regional events and relevant committee meetings
· Engage with prominent representatives of the Region including MPs, Councils and key business groups.
Financial Management & Reporting
· Monitor financial metrics for Regions to evaluate and report on performance against objectives and where relevant, creating or implementing solutions to address underperformance.
· Manage and oversee compliance and auditing of program service delivery and standards.
· Develop Region budgets in conjunct tion with the Region Volunteer Team, monitor results and approve expenditure within delegations.
· Work in conjunction with the Grants Manager in sourcing grant opportunities that reflect community needs, the development and implementation of region service strategies and entering negotiations with government bodies in the sourcing, review, and reassessment of grant funding.
Compliance, Safety & Risk Management
· Ensure effective management practices are implemented to mitigate risk and ensure the health and of workers, clients, and visitors.
· Ensure consultation practices are in place to enable workers to be involved in risk management planning, incident reporting and safe work practice activities to improve work, health, and safety.
· Implement and follow risk management, safeguarding and assurance, and reporting procedures.
· Contribute to ensuring the consistent application of policy, process, and dispute resolution across the organisation.
· Actively promote a safe workplace by establishing or maintaining work practices and methods to ensure any safety equipment is always used correctly.
· Promote and participate in Safeguarding, to maintain a safe working environment, and ensure that any applicable safeguarding policy or practices are always adhered to.
· Ensure compliance to both internal and external policies, guidelines and practices.
Qualification, Training & Experience
· Tertiary Qualification in Business, Facility Management, Community Services or Administration (desirable).
· 5+ years’ experience in a senior operational leadership position preferably in a for purpose /NFP environment with volunteers.
· Proven experience in successfully managing and monitoring multi-site operations.
· Demonstrated experience in effectively developing and maintaining strategic relationships with stakeholders, including all levels of local government, other levels of government and the community.
· Experience in financial management including developing and managing budgets.
· Experience in managing relationships at various levels with a variety of stakeholders, resolving disputes and differences, identifying, assessing, and controlling issues, incidents, problems, and complaint resolution.
