The Role:
As our Evaluation and Impact Specialist, you will be responsible for conducting evaluation and impact activities following SEMPHN’s Monitoring, Evaluation, Accountability and Learning (MEAL) Framework to systematically measure the impact of commissioning and capacity building services.

You’re a detail-oriented professional with a strong analytical mindset and a passion for driving meaningful outcomes in the health sector. You bring:
Exceptional time management and the ability to juggle multiple priorities in a fast-paced environment.
Superior attention to detail, ensuring accuracy and consistency across all deliverables.
Advanced analytical skills, with demonstrated experience in interpreting complex data and translating insights into action.
Health sector experience, with a solid understanding of service delivery, evaluation, and impact measurement.
Strong stakeholder engagement skills, able to build respectful, influential relationships across teams and directorates.
Clear and timely reporting capabilities, consistently delivering high-quality outputs that support decision-making.
Your day-to-day might look like:
Implement Evaluation Frameworks
Contribute to the rollout of SEMPHN’s Monitoring, Evaluation, Accountability and Learning (MEAL) Framework by designing and executing evaluation and impact activities.
Embed Value-Based Healthcare
Drive the integration of value-based healthcare principles into evaluation practices, including the selection and use of relevant PROMS, PREMS, and CREMS.
Analyse Impact
Apply both quantitative and qualitative methods to assess health service and program effectiveness, measuring long-term sustainable outcomes and broader societal or systemic impacts.
Develop Evaluation Plans
Create Contractor Work Evaluation Plans that align with program goals and performance expectations.
Design Evaluation Tools
Develop and refine tools such as evaluation protocols, surveys, and interview guides to support robust data collection and analysis.
Collaborate on Service Design
Work closely with the service design team to ensure evaluation insights inform decision-making and service improvements.
Translate Insights into Action
Synthesise complex data into clear, actionable recommendations that support continuous improvement and enhance service delivery.
