About The Opportunity
We are seeking a motivated and experienced Team Leader – Sourcing and Contracts to lead, oversee, and support Council’s procurement and contracting activities. In this pivotal role, your responsibilities will include (but are not limited to):
- Supervising the day-to-day operations of the sourcing and contracts team, including people, performance, systems, service, and reporting.
- Coordinating procurement activities in line with Council’s policies and legislation, including sourcing, tendering, evaluation, negotiation, awarding, and probity.
- Conducting business needs assessments, data analysis, and supply market analysis to inform procurement planning and strategy.
- Supporting centre-led contract management practices to maximise value, manage risk, and ensure effective administration.
- Reviewing and contributing to procurement policy and systems enhancements to maintain compliance and best practice standards.
- Leading, motivating, developing, and supporting your team to promote service excellence and collaboration.
- Developing and reporting on KPIs and SLAs for the team, suppliers, and stakeholders.
- Engaging with internal and external stakeholders, including suppliers, consultants, and community members to achieve successful outcomes.
- Identifying and implementing service improvement opportunities that deliver savings and enhance customer experience.
About You
To be successful in this role, you will bring:
- Tertiary qualifications in a relevant discipline (Procurement, Business, Law, Accounting, Commerce, or related field).
- Extensive understanding of procurement and contracting practices, vendor management, and compliance with relevant legislation.
- Strong leadership skills with demonstrated ability to manage teams, prioritise effectively, and deliver results under limited supervision.
- Excellent communication, negotiation, and stakeholder engagement skills.
- Demonstrated experience in sourcing, contract management, and strategic procurement.
- Current C class driver’s licence.
- Ability to apply risk management principles in procurement settings.
Desired:
- Experience in the public sector or council environment.
- Knowledge of sustainability, ethical sourcing, risk identification/mitigation, and relevant legislation in sourcing and contracting.
- Advanced stakeholder engagement, technology acumen and data analytics skills.
- Chartered Institute of Procurement & Supply (CIPS) or equivalent certification or equivalent.
- Project management certification.
