Overview of role:

The Corporate Land Asset Manager plays a critical role within Coliban Water’s Assets & Operations function. This role is responsible for managing Coliban Water’s current and future land interests across the region, ensuring compliance with legislative requirements, and supporting the strategic management of land assets.

The role leads complex land acquisitions, disposals, leases, and licences, working collaboratively with internal teams and external stakeholders to resolve issues, influence decisions, and provide expert advice. It drives proactive land management, customer-focused service, and staff development while contributing to the implementation of the Corporate Land Management Strategy and continuous process improvements.

Key Responsibilities:

As our Corporate Land Asset Manager , you’ll be accountable for:

  • Corporate Land Management: Proactively manage Coliban Water’s land assets, including inspections, issue identification, reporting, acquisitions, disposals, and compliance with relevant legislation and policies.
  • Stakeholder Engagement & Negotiation: Liaise with internal teams, Developer Services, and external stakeholders to resolve complex land issues, provide expert advice, and achieve strategic land outcomes.
  • Agreements & Land Dealings: Prepare, negotiate, and manage licences, leases, easements, contracts of sale, Section 173 Agreements, and other land transactions, ensuring timely registration and compliance.
  • Leadership & Team Development: Lead the Corporate Land Assets Team, fostering cohesion, mentoring staff, clarifying goals and accountabilities, and supporting professional development.
  • Planning, Reporting & Compliance: Oversee budgeting, performance reporting, process improvements, and participation in forums (VCAT, Court, mediation), ensuring decisions and actions align with organisational objectives and legal requirements.

About you:

  • Strong understanding of land law as it applies to public sector entities or Water Corporations, Ability to negotiate successfully with both internal and external stakeholders. Relevant environmental experience a benefit.
  • A strong understanding of land strategy, acquisition, disposal, and negotiation processes, with the ability to provide strategic insights and solutions to senior leaders and stakeholders
  • Extensive experience in a specialist advisory or management role involving complex land asset management within regulated and/or government frameworks.
  • A tertiary qualification in business, real estate, law, engineering, or a related discipline.

Salary:

The salary and conditions for this position will be as per the Coliban Water Enterprise Agreement 2021 Band 5 $115,162 - $135,736 + Superannuation salary range will be offered to the successful candidate commensurate with their skills and experience.

Coliban Water was established on July 1, 1992 under the Water Act 1989 as a Regional Urban Water Authority.

Coliban Region Water Authority became the Coliban Region Water Corporation on July 1, 2007.

The Corporation is responsible to the Minister for Water, the Hon Lisa Neville MP, and our shareholder is the Victorian Government.

We are one of the larger Victorian Regional urban water corporations.

We manage, maintain and operate 35 reservoirs and water storage basins across North-Central Victoria and provide water and wastewater services to rural and urban customers across an area of 16,550 sqkm.

Our service region includes 49 towns, extending from Cohuna and Echuca in the north to Kyneton and Trentham in the south.

The western boundary incorporates Boort, Wedderburn, Bealiba and Dunolly and the eastern boundary includes Heathcote and Tooborac.
