About the Directorate Digital Canberra drives the ACT Government’s digital agenda and leads the whole-of-government strategic direction for ICT. Reporting to the Chief Digital Officer, the group provides strategic, technical, and operational ICT support across government, ensuring alignment of digital initiatives to deliver better services for citizens and businesses.

About the Role We are seeking an experienced Program Manager to lead delivery of a multi-stream ICT infrastructure refresh and strategic asset uplift under the Investing in our Digital Future initiative.

In this pivotal role, you will coordinate cross-directorate efforts, manage vendor relationships, and ensure alignment with ACT Government frameworks. You’ll be responsible for driving outcomes across infrastructure renewal, data quality, service mapping, and governance reporting.

This is an onsite role based at Winyu House, Gungahlin, offering an excellent hourly rate and the opportunity to shape the digital future of the ACT Government.
What You’ll Do

• Lead end-to-end delivery of ICT asset refresh projects (networks, unified comms, servers, storage).
• Oversee ServiceNow discovery and service mapping activities to improve asset data quality.
• Develop and implement Strategic and Asset Management Plans aligned with business objectives.
• Manage governance reporting including dashboards, risk registers, and status updates.
• Prepare and support future business cases, including planning for Hardware Asset Management (HAM).
• Drive collaboration across directorates and stakeholders to formalise operating models.
• Ensure compliance with ACT Government procurement and delivery frameworks.
• Supervise and mentor staff, fostering a high-performance culture focused on delivery and improvement.

What You’ll Bring

• Proven experience leading complex ICT programs in infrastructure, service mapping, and asset uplift (government or large organisations highly regarded).
• Strong knowledge of financial, risk, resource, and schedule management.
• Experience with ServiceNow (discovery, service mapping, asset data quality uplift) or similar tools.
• Demonstrated skills in governance reporting, benefits realisation, and change management.
• Excellent leadership, stakeholder engagement, and communication skills, with the ability to influence at senior levels.
• Tertiary qualifications and/or certifications in Program/Project Management (e.g., PRINCE2 Practitioner, PRINCE2 Agile, MSP).
• Knowledge and hands-on experience across at least two of: COTS implementation, ICT infrastructure commissioning, software development, and/or business improvement.
• Ability to obtain and maintain an ACT Government CMTEDD Personnel Vetting Program certificate (mandatory).
