Purpose of specific work area and position

There are four regions within the Rural Fire Service Queensland (RFSQ), and the Regional Operations Branch coordinates and supports Districts, focusing on the translation of organisational strategy into actionable business strategy. The Regions serve as escalation points for operational issues, foster collaboration with partner organisations, and focus on staff support and development. The Regions have a key role in implementing strategic plans, resource allocation, and enhancing emergency response capabilities.

Reporting to the Executive Manager Regional Operations, you will lead and execute complex business and operational planning in the Region, in alignment with organisational strategies and priorities, to achieve high levels of Regional performance. You will be responsible for overseeing staff development and brigade finance support, contributing to a culture of lifelong learning, effective governance, and service excellence. You will support the coordination and implementation of business and operational planning in the Region, including monitoring and reporting on Regional performance; and leading activities to improve performance outcomes.

Primary duties

This RFSQ Role Specification Statement appends to the generic RFSQ Inspector role description (key accountabilities and capabilities), and provides clarity on the duties of this role, and will see you lead by example and model QFD values and behaviours in the delivery of the responsibilities of the role, which includes:

Lead the development of complex business and operational planning for the Region, in alignment with statewide planning frameworks and priorities.

Support the coordination and implementation of business and operational planning in the Region, including monitoring and reporting on Regional performance; and leading activities to improve performance outcomes.

Oversee the Regional brigade finance coordination function to ensure brigades and staff are supported with financial management activities.

Support post-event analysis, debriefs, and lessons learned, as well as the development of improvement strategies and the resolution of operational capacity and/or capability gaps.

Provide senior management with strategic advice and support for the effective execution of strategic departmental projects and business improvement initiatives.

Lead the coordination of staff performance and appraisal development plans for the Region, providing support and advice to line managers to execute this activity; and identifying and monitoring staff development needs and trends.

Oversee the implementation of staff development training activities for the Region and act as a strategic conduit between Staff Development Officers and RFSQ Training Unit.

Additional information

Applicants most suitable for the role will hold the rank of substantive Inspector, RFSQ however Rural Officer Two (RFSO2) with the appropriate skills and knowledge are encouraged to apply.

Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.

Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.

Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.

This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.

Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.

Incumbents must have proven commitment to maintaining competencies and operating in a team environment.

Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFSQ as a member of any QDMA appointed position.
