About the Business Unit:

VSSR is part of the Police, Racing, Victims and Coordination (PRVC) group in the Department of Justice and Community Safety (DJCS). VSSR is responsible for the delivery and reform of services to victims of crime, placing victims at the centre of our justice system.

VSSR leads the development and implementation of victims' policy within DJCS and across government, including major system reforms and the delivery of the new Financial Assistance Scheme for victims of crime. VSSR works to increase awareness of victimisation and promote evidence-based reforms to achieve required improvements in victim and system outcomes.

About the Role:

VSSR's Design and Innovation Projects team is leading design and implementation of new victim services to support the Youth Justice Act 2024. The Business Analyst will lead the design and implementation of case management and ICT solutions to support this implementation.

Some of your duties will include:

  • Leading design and delivery of case management systems for VSSR's new services to support implementation of the Youth Justice Act 2024, including by engaging with DJCS Technology Solutions and external providers as required
  • Documenting current and future value chains from beginning to end, identifying and providing advice on pain points and opportunity for improvement across people, processes and systems
  • Translating business requirements into high quality project briefs and practical, fit-for-purpose proposals for case management and ICT solutions.

The role will work closely with key stakeholders in victims services, restorative justice, and other justice services including Victoria Police and the Youth Parole Board.

The role will suit a creative thinker with experience in business analysis and service design and/or victim services or youth justice. You will enjoy working in a dynamic and high performing environment, working with practice and technological experts, and finding creative ways to effectively capture and implement business requirements.

About You:

As our ideal candidate, you will possess:

  • A atrong aptitude for creating and maintaining relevant documentation including data/entity models, data dictionary, functional and business requirements, process flowcharts for system functionality and test cases
  • A wealth of knowledge and experience in the planning, workshop facilitation, identification/elicitation, documentation, review and analysis to produce business cases, business requirements, business processes (as-is and to-be), and related project documentation as necessary
  • Seasoned experience in developing and understanding process diagrams, use-cases, data flows, and related as necessary.
