About the role:
The Senior Human Resources Officer provides professional, practical and timely support and advice to Council’s Staff on the full life cycle of Human Resources functions.
To be successful in this role, you will possess the following:
Case management of end-to-end recruitment processes, including but not limited to: supporting Hiring Managers, assisting with the preparation of position descriptions; position description evaluations; remuneration reviews; advertisements; liaising with advertising agencies; acting as a first point of contact for applicant enquiries; short listing; pre-screening; arranging interviews; taking part in interview panels, processing candidate pre-employment checks, and new employee on-boarding.
Provide intermediate level ER/IR advice and support as required and escalate issues that are of a higher level, or require more expert subject matter advice, to the Human Resources and Industrial Relations Manager.
Facilitate Change Management initiatives under the direction of the HR & IR Manager.
Assist in the implementation and monitoring of human resource policies and procedures in a cross-cultural environment.
Proactively facilitate and provide guidance on the implementation of performance management processes, including appraisals, probationary reviews, performance improvement plans, and coaching.
Support case management of Workers’ Compensation claims and injured workers’ injury management programs with EARC’s insurance brokers.
Maintain records and update manual and electronic Human Resources information, forms and templates ensuring confidentiality is maintained at all times and records management is conducted in accordance with approved policies and procedures.
Generate and provide end of month and other periodic reports to the Human Resources and Industrial Relations Manager, General Manager – People and Corporate Services and/or other EARC Managers, Directors or Coordinators as appropriate.
Provide support and mentoring to the Human Resources Officers.
Comply with all reasonable Workplace Health and Safety Policies and Procedures.
Actively participate in all offered training and development opportunities.
Other duties as directed by the Human Resources and Industrial Relations Manager and/or the General Manager – People and Corporate Services, including providing ad-hoc support to other positions within the People and Corporate Services team, as required.
Diploma with considerable work experience or a degree in Human Resources Management or Business with little or no relevant work experience.
Considerable experience providing intermediate advice, coaching and support in employee relations/industrial relations including; Performance Management, Performance Improvement, Misconduct matters, Conditions of employment and Contracts, Enterprise Agreement related claims, concerns, complaints, grievances disputes and wide range of human resource matters.
Considerable understanding of recruitment techniques and talent acquisition, including sourcing, interviewing, strategy and selection.
Considerable experience or potential in championing cultural change and actively supporting the organisation’s values and objectives
Proven ability to accurately interpret and understand policies, procedures, business processes, Enterprise Agreements and Fair Work Legislation, and provide sound advice to management and employees.
Considerable experience and high-level proficiency in the use of computerised systems, especially HRIS and Records Management system.
Considerable skills in the review and implementation of policies in the HR and/or employee relations field.
Highly developed interpersonal and communication (verbal, report and letter writing) skills with the ability to communicate to a broad range of stakeholders.
The ability to adapt, plan, organise, and prioritise own workloads in a high volume and frequently changing environment.
It would be desirable if you also possessed:
Knowledge of Technology One and/or MaqiQ Docs.
Experience working within a Local Government or Public Sector environment.
Previous experience living and/or working in remote Australian First Nations’ communities.
Demonstrated high level of cross-cultural awareness to ensure effective participation in a multi-cultural workplace.
Awareness of issues affecting First Nations People in Australia.
All employment with the EARC is subject to a Criminal History Check and the ability to obtain a Working with Children Clearance. Criminal history will not exclude an applicant unless it is relevant to the inherent requirements to their position.
What you'll get in return:
Full Time Permanent Employment
Level 7 - Salary $102,058 - $108,058 (excluding super and locality allowance).
You will also benefit from 6 weeks of Annual Leave with 17.5% leave loading.
