The National Disability Insurance Agency (NDIA) implements the National Disability Insurance Scheme (NDIS), which is one of the biggest social reforms in the country since Medicare. As an Agency, we support more than 717,000 participants with a significant and permanent disability, and the families and carers of those living with disability. For many Australians, this will be the first time they receive the disability support they need. The NDIA is designed to enhance the quality of life and increase economic and social participation for people with disability and will mean a peace of mind for every Australian.

A new role awaits

The NDIA’s Budget Management Strategy Support Branch is seeking an APS6 Finance Officer to join their External Budget and Costings team.

The External Budget and Costings team is responsible for the development and management of the agency’s external budget and new policy proposal costing activities in the Agency. The team is the primary point of liaison for the Agency on external budget matters with other Commonwealth Government Agencies, notably the Department of Finance, the Department of Social Services and the Department of Health and Aged Care.

This role is within the professional job stream and the APS6 Finance Officer must possess relevant academic qualifications.

The APS6 Finance Officer will contribute to team responsibilities including the calculation and entry of budget estimates, liaising across the Agency and with external agencies on new policy proposals, and preparation of the Agency’s external budget documentation (Portfolio Budget Statements).

Responsibilities of the role may include:

  • Preparation and execution of external budget and reporting activities, including preparation of reporting to the Department of Finance.
  • Updating annual estimates and monthly profiles in alignment with Government’s budget processes - including accurate input into the Central Budget Management System (CBMS).
  • Preparation of New Policy Proposal costings
  • Participating in liaison and negotiation with the Departments of Finance, Social Services, and other external stakeholders as required on budget related matters.
  • Developing team operating procedures and user guides, and working flexibly across the finance function as required.

The ideal candidate will have strong technical accounting skills with the ability to extract, analyse, and interpret data. They will be able to present key findings and recommendations to stakeholders and manage positive relationships across Agency and inter-Agency teams.

They will demonstrate the capacity to work with independence to achieve established priorities, quality outcomes, and work area and Agency goals.

Advanced Excel and use of SAP and CBMS systems would be an advantage.

This position is within the professional job stream and the officer must possess relevant academic qualifications with membership of Chartered Accountants Australia and New Zealand (CA), Certified Practicing Accountants (CPA) or other equivalent professional finance bodies (or holding equivalent finance related post graduate qualifications).

While this role is ideally performed from Deakin - ACT, Geelong - VIC or Surry Hills - NSW, flexible working arrangements may be considered. We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months with the possibility of extension up to 2 years may be offered.

Successful candidates will be required to undergo a pre-employment National Police History check and provide evidence of Australian Citizenship.
