The National Disability Insurance Agency (NDIA) implements the National Disability Insurance Scheme (NDIS), which is one of the biggest social reforms in the country since Medicare. As an Agency, we support more than 717,000 participants with a significant and permanent disability, and the families and carers of those living with disability. For many Australians, this will be the first time they receive the disability support they need. The NDIA is designed to enhance the quality of life and increase economic and social participation for people with disability and will mean a peace of mind for every Australian.

A new role awaits

The NDIA’s Chief Financial Officer (CFO) Division is looking to fill multiple EL1 Assistant Director vacancies across the division.
The Chief Financial Officer Division is responsible in ensuring financial governance and management within the NDIA. We collaborate with stakeholders across the agency and government to ensure efficient, effective, and ethical use of Commonwealth resources while championing transformative change and enhancing financial sustainability.

The Finance Projects and Systems Team is responsible for managing and maintaining core finance systems and providing user support within the Financial Reporting and Control Branch. The team is also responsible for driving system and process improvements across the branch and leads the implementation of key finance projects.

The Budget Strategy Team is responsible for shaping the agency’s budget strategy and associated documents. The team also coordinates and leads the agency’s liaison with the Department of Health, central and other Commonwealth agencies on budget-related matters.

The Scheme Reporting Team provides oversight in the performance & position of the Scheme's financial statements and monitors the financial systems these statements rely on. Comprising four specialised teams, they collectively analyse revenues, expenses, payables, receivables, systems and controls. Their critical role involves informed decision-making, safeguarding financial position, and ensuring accurate financial reporting.

Roles will be offered as Professional Stream only (mandatory qualifications apply as below) or General Stream - as part of the application process you will be asked to select the category you wish to apply under.
For applications within the professional job stream the successful applicant must possess and maintain relevant academic qualifications with membership of Chartered Accountants Australia and New Zealand (CA), Certified Practising Accountants (CPA) or other equivalent professional finance bodies (or holding equivalent finance related post graduate qualifications).

The EL1 Assistant Director Finance Project and Systems is required to coordinate and assume responsibility to undertake detailed or sensitive projects that may include performing varied activities:

  • Managing highly complex or sensitive finance projects, and work programs, identifying, and seeking clarity on emerging problems and risks.
  • Analysing and mapping out current business processes for optimisation and driving continuous improvement.
  • Collaborating with the Financial Reporting and Control Branch to develop systemisation of underlying financial processes, and reporting of relevant information to internal and external stakeholders.
  • Providing a strategic and operational level of financial and technical advice in relation to a wide range of Finance processes and systems.
  • Developing and presenting a range of written material of a financial and business nature, including correspondence, briefs, and reports.

This role is available in Professional Streaming only

The EL1 Assistant Director Budget Strategy will support the Director, in the strategic planning and policy development within the NDIA to support the NDIA’s budget strategy.

  • Leading costings processes within the agency, including providing support to business areas for their completion, and collation of required supporting information.
  • Dissemination of information on budget outcomes to branch and business areas more broadly, to ensure a smooth flow of information on budget matters to line areas.
  • Translation of technical financial information (for example, information on scheme cost projections, and modelled information on agency operating costs) into strategic policy development.
  • Development of communications to support budget strategy, such as slide presentations of key agency trends to influence negotiations with stakeholders.

The EL1 Assistant Director Scheme Reporting is responsible for actively managing key internal and external stakeholder relationships and where required will represent and negotiate on behalf of the NDIA to advance the NDIA’s interests across a range of forums.:

  • Undertaking day-to-day analytical work and project management on a range of tasks including regular and one-off analyses as well as ad hoc requests.
  • Contributing towards the development of reporting and assisting in the establishment of quality assurance and governance processes.
  • Collaborating with internal stakeholders, ensuring consistent use of data, and reporting as well as internal and external messaging.
  • Presenting the outcomes of work undertaken and tailoring to context across various forums.
  • Developing technical reporting over financial controls including requirements, design, testing, training, and rollout.

This role is available in both Professional and Generalist Streaming

The EL1 Assistant Director Finance Systems Manager is responsible for actively managing key internal and external stakeholder relationships and where required will represent and negotiate on behalf of the NDIA to advance the NDIA’s interests across a range of forums.:

  • Supporting the broader finance team with system issues, training, and process guidance, while working closely with internal and external stakeholders to ensure timely solutions.
  • Articulate complex information into simple messages that can be consumed by key stakeholders with varied levels of systems expertise.
  • Evaluate and perform UAT and BVT for financial system upgrades and changes.
  • Manage finance systems audit related queries and provide auditors with the relevant underlying support.
  • Prepare reconciliations and resolve associated issues for accurate and effective month end and year end closing.

This role is available in both Professional and Generalist Streaming

There are different remuneration bands across the 2 job streams:
Professional job stream – $131,919 to $145,229
General job stream – $120,530 to 131,919

What we’re looking for in our ideal candidates:

EL1 Finance Project and Systems

• CA or CPA qualified with more than 5 years post-qualification finance experience including senior finance leadership roles.
• Strong analytical and problem-solving skills with a focus on continuous improvement.
• Extensive experience in business process, requirements, and GAP analysis assessment.
• Highly developed stakeholder engagement skills and the ability to partner with internal and external stakeholders.
• Demonstrated ability to manage, and work well within, teams to meet tight deadlines.
• Experience working in SAP and/or SAP BT is highly desirable.

EL1 Assistant Director Budget Strategy

• They will have demonstrated Government budget experience (either or both external or internal budget) and an excellent knowledge of the Australian Government budget processes. They will have a clear understanding of the documentation and the frameworks that support the Government’s budget development, including the roles of its numerous stakeholders.
• They will be able to work independently and demonstrate high levels of strategic thinking for decision making, and strong communication skills.
• They will have excellent interpersonal skills as they will be working with senior leaders and other stakeholders. They will be able to tailor communication to target audiences, including stakeholders across the agency and Government more broadly.

EL1 Assistant Director Scheme Reporting

• Ability to work across a broad range of activities potentially relating to the work of different program areas.
• Strong analytical and problem-solving skills with a focus on continuous improvement.
• Highly developed stakeholder engagement skills.
• Demonstrated ability to think critically and contribute to business improvement strategies.
• Experience in business process, requirements, and GAP analysis assessment is desirable.
• Experience working in SAP and/or SAP BW is desirable.

EL1 Assistant Director Finance Systems Manager

• Demonstrated experience in system administration roles for Finance and ERP systems.
• Strong communication and stakeholder engagement skills, with the ability to liaise effectively between technical and non-technical audiences.
• Experience delivering process improvements, system upgrades/changes and system implementations.
• Clear understanding and experience in project methodologies, solution design and UAT testing process.
• Highly developed communication skills, including the writing of executive briefs and technical documentation.
• A high level of initiative and well-developed problem-solving and critical thinking skills.

While these roles are ideally performed from Deakin – ACT, Surry Hills – NSW, Richmond – VIC, Geelong – VIC, Robina – QLD and Brisbane - QLD, remote working arrangements may be considered. We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months with the possibility of extension up to 2 years may be offered.
