As part of the 2026 Census of Population and Housing, the Australian Bureau of Statistics (ABS) is looking to recruit Homeless Enumeration Managers.

These are temporary positions (from August 2025 to October 2026) at the APS 6 classification level.

About the role

As a State Homelessness Enumeration Manager you will play a vital role in ensuring that people experiencing homelessness can participate in the Census. Through your efforts, you will contribute to the collection of accurate data that informs policies and services designed to support people experiencing homelessness. In this role, you will implement national procedures and activities such as:

  • developing a homelessness engagement plan
  • leading engagement and collaboration with the homelessness sector
  • recruiting and training field staff
  • overseeing the planning, management and monitoring of homelessness enumeration
  • coordinating efforts with other Census teams.

About the Census

The Census of Population and Housing (Census) is run every five years and is one of the largest and important collections to count the number of people and houses in Australia. The Census collects information about where we live, age, our culture, religion, income, education, living and housing arrangements. The information is used to make important decisions, such as government funding, input into policy-making and electoral boundaries. The Census team is committed to producing high quality estimates about people experiencing homelessness. The next Census will be held in August 2026.

About the business area

The Inclusive Strategies and Engagement Section within Census designs a range of approaches for specific population groups who face barriers and challenges to participating in the Census. This is to ensure that everyone who is in Australia on Census night is counted. We are responsible for the initiatives, supports and specialist temporary field staff that will engage with relevant communities and service providers to ensure that these groups participate in the Census. We have an important role in ensuring the Australian community has a positive and inclusive experience.

The Homelessness Enumeration Strategy is one of the Inclusive Strategies teams. We work with other Census teams to ensure:

  • inclusive and supportive user experience for people experiencing homelessness
  • smooth-running enumeration activities and operations management in all parts of Australia
  • strong engagement and partnerships with the homelessness sector, government agencies, and other relevant stakeholders.

What we are looking for (selection criteria)

The successful candidates will possess all, or most of the following:

  • strong stakeholder engagement skills (including ability to work collaboratively with internal and external stakeholders to achieve shared outcomes)
  • strong project and team management experience
  • strong oral and written communication skills
  • ability to deliver in a fast-paced environment.

Also highly desired: experience working with or a good understanding of issues faced by people experiencing homelessness. Other relevant expertise may also include community services, social work, housing, youth and family services, or community engagement.
