Project/Program Overview

The Roster+ Program is a statewide reform initiative focused on improving how workforce rosters and roster-to-pay practices are managed across the Department of Health. By implementing a modern, best practice and digitally automated solution, the program will help ensure the right staff are in the right place at the right time, improving efficiency, supporting staff wellbeing, and enabling smarter, data-driven workforce planning.

Two Business Analyst roles will support the delivery of the statewide rostering system implementation, business requirements definition, process redesign, and the standardisation of rostering practices. These roles will align with broader workforce and HR digital transformation priorities.

Experience/Skills

We are seeking experienced Business Analysts with:

Demonstrated experience in the health sector or within complex, multi-site operational environments.

Strong facilitation skills and the ability to lead consultations across clinical, operational, payroll, and digital teams.

Proven capability in business process mapping, requirements gathering, and gap analysis.

Experience in systems integration, workflow redesign, and digital automation projects.

Excellent documentation, analytical, and stakeholder engagement skills.

Previous experience with rostering systems or workforce scheduling is highly desirable.

Duties/Activities

The Business Analysts will be responsible for:

Facilitating engagement across clinical teams, rostering support units, payroll, ICT, and change teams.

Leading the definition of business requirements, including reporting dashboards.

Analysing system integration opportunities and roster-to-pay automation pathways.

Redesigning current state manual rostering and payroll processes.

Contributing to rollout planning, transition to business-as-usual, and support model design.
