About the Role

Our client are a well known NSW State Government organisation who perform a key role in supporting government's strategic planning in the Greater Sydney Region, particularly for open space and land for public purposes. They are now after a Transactions Manager to come in and work with their team in Parramatta on a contract basis until 31/06/2026.

Candidates for this position must have qualifications in Property, Land Economics, Planning, other property related discipline and relevant professional experience, coupled with experience developing and managing high value land acquisition programs and strategic projects within tight timeframes and budgetary constraints, while ensuring accountability.

As a Transactions Manager you will be responsible for managing property acquisitions for the government, ensuring policy best practice as established by the Centre for Property Acquisitions. In addition, the role is responsible to ensure that legislative requirements are met by assisting in the management of OSL functions including identifying and managing land for strategic acquisition for open space, environmental conservation, infrastructure, transport corridors, coastal lands and other State Government priorities, while maintaining sound fiscal outcomes.

Key responsibilities will include:

  • Work as a senior member of a team responsible for acquiring land for planning purposes and apply consistent and compliant processes in the assessment of requests for acquiring land across Sydney and regional NSW in accordance with the Land Acquisition (Just Terms Compensation) Act 1991.
  • Develop Memorandum of Understanding (MOU) agreement documentation with government landowners as well as agreements with local councils and produce a range of other written reports, briefings, correspondence, and recommendations for executive review.
  • Build and maintain effective relationships with private landowners, internal and external stakeholders and strengthen engagement with key stakeholders to obtain and provide information, respond to enquiries, and resolve disputes effectively.
  • Manage external service providers including valuers, environmental specialists and planners to determine appropriate compensation required for the acquisition of land.
  • Participate in business improvement initiatives including the development and maintenance of team systems, policies, and asset life cycle management tools to improve operational efficiency and effectiveness.
  • Assist in the management of budget and other resources to ensure strategic and operational outcomes as well as budgetary constraints and timeframes for the construction of public infrastructure projects are achieved.

About You

You will be an experienced Transactions Manager with proven experience and reliability in previous positions.

The successful candidate will possess:

  • Qualifications in Property, Land Economics, Planning, other property related discipline and relevant professional experience.
  • Demonstrated experience developing and managing high value land acquisition programs and strategic projects within tight timeframes and budgetary constraints, while ensuring accountability.
  • Advanced understanding of and commitment to ethical practice to ensure fair and transparent land acquisition transactions.
  • Awareness of the State Government's planning framework and its relationship to the acquisition, disposal and management of lands for public purposes.
  • Experience in the application and interpretation of the Environmental Planning and Assessment Act 1979 and the Land Acquisition (Just Terms Compensation) Act 1991 and associated legal processes as they apply to land acquisition.
