Primary Purpose
To assist in the delivery of Council’s Asset Management program by providing planning and technical input into the development of Council's Asset Management Plans and systems and the planning and scoping of Capital projects and programs for future delivery.
Accountabilities
1. Plan the immediate, medium, and long-term asset renewal programs and activities to ensure Councils infrastructure assets are maintained to agreed service standards and within Councils budget capacity.
2. Oversee the implementation of Councils Asset Management Strategy and update the accompanying suite of Asset Management Plans
3. Review and update Councils suite of Asset Management Plans for a range of asset classes including but not restricted to roads, bridges, culverts, footpaths, stormwater, retaining walls / earthworks, streetscape furniture, fences, gates and grids, specialised buildings (amenities), property and buildings, fleet and plant, water and wastewater assets and resource recovery centres.
4. Assist in the development of the annual Capital Works and Operating Budgets including review of the four-year delivery plan and long-term capital improvement plan.
5. Develop and manage Council’s Asset Condition Audit program and implement the audits on a regular basis as required.
6. Prepare responses to any internal and external audit recommendations in relation to Asset Management which are reported at Councils Audit and Risk committee meetings.
7. Determine the condition of Councils assets in accordance with Council's Asset Management System and Maintenance Management Plans as well as best practice standards for Asset Management in Local Government.
8. Assist Council’s finance team in the preparation of the annual Asset re-valuation.
9. Liaise with all Managers across Council to ensure the asset data collected for Council’s Asset Management Plans is accurate and fit for its purpose.
10. Ensure that documentation from new projects and/or from building and asset upgrades are incorporated into Council’s Asset Management systems including all work as executed drawings, final surveys and any relevant documentation to do with the final project.
11. Provide input into the investigation, survey and design for the construction of various projects and programs identified in Council’s delivery program and that are identified in Councils Asset Management Plans.
12. Prepare and administer Request for Quotations (RFQ) and Request for Tender (RFT) documentation to engage consultants to scope asset improvement works in accordance with Council’s procurement policy, procedures and legislative requirements.
13. Manage consultants undertaking asset condition audits, improvement investigations and audit works.
14. Ensure that Council’s Asset Management Systems and Asset Management Plans are maintained to ensure the accuracy of Councils Asset Data and to also ensure the data is up to date.
15. Prepare responses to any internal and external audit recommendations in relation to Asset Management which are reported at Councils Audit and Risk committee meetings.
16. Assist the Assets Technical Officer to maintain Council’s Asset Management Systems and Asset Management Plans to ensure the accuracy of Councils Asset Data and to also ensure the data is up to date.
17. Assist Councils Asset Inspectors to develop and implement their regular Assets inspection regimes to ensure that the requirements of Councils Asset management Policy and Asset Management Plans are met.
18. Prepare all required asset management reports, correspondence and agency level responses for Councils own reporting purposes, Audit and Risk committee and other external agency purposes.
