Our client, a high profile large Government Department, is seeking a highly experienced Technical Program Manager to lead the delivery of large-scale, multi-stream technology programs across Federal Government. The successful candidate will bring a strong track record of delivering mission-critical programs, stakeholder engagement at the executive level, and experience managing diverse teams across Agile and traditional environments.

About the Role
This role is ideal for a senior leader with experience in Defence, Cyber Security, Digital Transformation, Infrastructure Integration, or Data Programs, and who can balance strategic direction with operational outcomes.

Key Responsibilities

• Liaise with senior stakeholders including EL2/Band 1–2 executives, Defence SMEs, and cross-agency partners.
• Prepare high-quality executive briefings, governance artefacts, and Investment Committee documentation.
• Lead the planning, execution and assurance of complex ICT programs across multiple stakeholders and business units.
• Deliver programs across diverse ICT domains including infrastructure, platforms, cyber security, and digital services.
• Develop and maintain product roadmaps, project schedules, financial plans, and risk registers.
• Manage vendor contracts, statement of works, performance tracking and budget oversight.
• Implement and tailor program management methodologies (MSP, PRINCE2 Agile, SAFe) to deliver business outcomes.
• Lead diverse teams including APS, Defence personnel, contractors and vendors to achieve aligned outcomes.

Required Skills and Experience

• 10+ years of experience in program and project management within complex ICT environments.
• Proven experience delivering large-scale initiatives in Federal Government (e.g., Defence, ASD, AFP, DFAT).
• Experience managing programs with multi-million-dollar budgets and high-profile strategic objectives.
• Advanced stakeholder engagement, negotiation, and presentation skills.
• Experience with governance, performance reporting, and ministerial briefings.
• Familiarity with Defence/ICTSB capability assurance processes or equivalent.
• Certifications: MSP, PRINCE2 Agile, SAFe, ITIL Foundation (preferred).
• Tertiary qualifications in ICT, Engineering, or related discipline.
• NV1 or NV2 Security Clearance or ability to obtain one.

Desirable Experience

• Previous Defence or National Security experience (Army, ASD, CIOG, AFP).
• Experience working on programs like ICT2222 Hybrid Cloud, CESAR, NJCOP or AUKUS collaboration initiatives.
• Crisis response or multi-agency coordination experience.
