Mackay Regional Council is committed to delivering exceptional services to our community. We are seeking a highly skilled and experienced Senior Contracts Officer to join our Procurement team. This role is crucial in ensuring the operational success of our tendering and contract management functions.

The Senior Contracts Officer will oversee and provide technical expertise in Council's tendering and contract management processes. This role involves developing and implementing complex procurement strategies, negotiating high-value contracts, and ensuring compliance with Council's Procurement Policy and procedures.

Key Responsibilities:

  • Manage the end-to-end sourcing and contracting processes for operational and capital projects, including high-risk and politically sensitive projects.
  • Oversee the strategic selection tender process, including development, evaluation, and supplier selection, ensuring best value for money.
  • Negotiate contractual terms with suppliers to mitigate risks and ensure favourable outcomes for Council.
  • Draft contracts and agreements using standard templates, ensuring compliance with Council's policies and legislative requirements.
  • Facilitate the contract execution process and maintain accurate records in the contract management system.
  • Provide mentorship and guidance within the contract services team to enhance internal knowledge and capabilities.
  • Liaise with in-house and external Legal Counsel on contractual matters.
  • Assist in training Council staff on sourcing and contracting policies, procedures, and systems.

Qualifications and Experience:

Essential: Qualification in a related field such as Supply, Business, Finance, or Law. Training in Contract Law and Contract Administration.

Desirable: Degree or Diploma in a related field, experience in leading teams or projects, and proficiency in advanced contract management and finance software (e.g., SAP, TechOne, CiAnywhere).

Skills and Knowledge:

  • Strong experience in contract management, tendering processes, and strategic procurement.
  • Proficiency in using corporate systems and Microsoft Office products.
  • Excellent time management and organizational skills.
  • Strong interpersonal and communication skills, both verbal and written.
  • Ability to work effectively within a team or independently.
  • Thorough knowledge of Australian Standard Terms and Conditions of Contract and contract administration.

Special Requirements:

  • Some out-of-hours work, and domestic travel may be required.
  • Commitment to Workplace Health and Safety (WH&S) obligations and responsibilities.
