About your new role
The Business Analyst provides comprehensive analysis expertise to deliver successful project and business outcomes. These roles will work within our fast-paced Service Transformation projects, focussing on Service Reviews. Refer to position brief attached for more information.
Responsibilities include:
Service Reviews
• Analyse current service models, performance data, costs, and customer needs
• Facilitate workshops and interviews with service staff and leaders
• Document current state processes and pain points
• Identify service improvement opportunities and future state options
Business Requirements, Process Mapping & Process Improvement
• Lead the discovery and documentation of functional and non-functional requirements
• Develop 'as-is' and 'to-be' process maps and service models
• Support option development and decision-making by framing trade-offs
Sourcing & Market Engagement
• Contribute to sourcing strategy documents, RFIs, and RFPs
• Assist in developing evaluation criteria and supplier briefing materials
• Participate in market sounding and analysis of supplier responses
Business Case Development
• Assist in modelling costs and benefits for in-house, outsourced, and hybrid models
• Draft narrative content, support option analysis, and prepare supporting artefacts
• Work with finance, legal, HR, and change teams to build out full business cases
We're looking for people who have:
Essential:
• Data analysis - break down complex services into components and draw insights from data, documents, and discussions
• Stakeholder engagement - building rapport with frontline staff, managers, and executives; able to facilitate workshops and extract input
• Documentation development – produce clear and concise documents and visual artefacts (PowerPoint, BPMN models)
• Public Sector knowledge – understands the dynamics of local government or broader public service operations
• Commercial agreements and Procurement contract/sourcing knowledge - support procurement activity and understand the lifecycle of market engagement (inc. panels, RFI, RFP)
• Business Case input and development – modelling costs and benefits across various models
• Jira
Desirable:
• Service transformation, operating model change, or outsourcing initiatives experience with an understanding of service catalogues
• Financial analysis experience
• Risk identification and mitigation knowledge
• Bachelor’s degree in business, public policy, economics, or related field
• Certification in Business Analysis (e.g., CBAP, IIBA)
• Training in Lean Six Sigma, process mapping, or change methodologies
