Bunmabunmarra Services is an Aboriginal-led organisation established in 2024, delivering culturally grounded programs across Dubbo and the Central West of New South Wales. We walk alongside individuals and families experiencing homelessness, domestic and family violence, justice and mental health challenges.

Walumarra Strong Families Leaving Violence Program (LVP) – a nationally significant pilot funded by the Department of Social Services. This program provides victim-survivors of domestic and family violence with material aid, case management, safety planning, housing pathways, therapeutic support, and community connections.

About the Role

We're seeking an experienced Program Manager to lead Walumarra Strong Families through the critical delivery and evaluation phase of the LVP pilot to June 2026. This position transitions operational leadership from the CEO and assumes full responsibility for day-to-day service delivery, team management, funding compliance, and financial oversight.

You'll oversee a dedicated team of 3 Case Workers, 1 Intake Worker, and 1 Admin Officer, ensuring all services meet Bunmabunmarra and DSS standards in a nationally watched pilot program.

Key Responsibilities:

· Lead day-to-day operations ensuring trauma-informed, culturally safe service delivery that meets DSS LVP framework requirements

· Provide supervision to the team including reflective practice, training, performance management, and workload allocation

· Review and approve financial support packages and brokerage requests, maintaining transparent and auditable records

· Oversee DEX data entry, case management systems, and prepare monthly operational reports and quarterly DSS acquittals

· Ensure all documentation, risk assessments, and safety plans meet DSS compliance and quality assurance standards

· Build partnerships across health, housing, justice, and community sectors, and lead continuous improvement and pilot evaluation activities

Who You Are

Essential:

· 3-5 years management experience in domestic/family violence, homelessness, women's services, or community sectors

· Proven track record managing DSS or DCJ-funded programs with strict compliance, reporting, and acquittal requirements

· Strong financial management skills including budget oversight and approval of brokerage/support packages

· Demonstrated ability to lead teams in trauma-informed, high-risk service environments with excellent supervision capabilities

· Deep understanding of DFV dynamics including risk assessment, safety planning, crisis intervention, and decision-making under pressure

· Proficiency with DEX system and current NSW Working with Children Check and driver's licence

Highly Desirable:

· Aboriginal or Torres Strait Islander background with strong cultural knowledge and community connections

· Experience working in or with Aboriginal Community Controlled Organisations (ACCOs)

· Tertiary qualifications in social work, community services, psychology, or related field

· Experience with Leaving Violence Program (LVP) or Safe Places accommodation models
