Public Sector People are working with Livingstone Shire Council, who are seeking an experienced Procurement and Contracts Officer for an initial 3 month contract with potential extension.

  • Start Date: ASAP
  • Initial 3 Month Contract with view to extension
  • $75.00 per hour plus super

About the Role:

Your primary focus will be to ensure the Council achieves best value through transparent and compliant practices. Your duties will include:

  • Facilitate End-to-End Procurement: Manage full lifecycle procurement and tendering activities, ensuring strict compliance with legislation, Council policies, and probity principles. This includes finalising processes, issuing notifications, and preparing formal contracts.
  • Expert Advice & Support: Provide expert advice on procurement, contracting, and contract management to internal stakeholders. You will act as a Contract Manager for whole-of-Council arrangements and support the negotiation and resolution of contractual issues with suppliers.
  • Continuous Improvement: Contribute to enhancing procurement systems, procedures, and policies to boost efficiency and effectiveness.
  • Supplier Performance Management: Monitor and manage supplier performance, conducting research, analysing data, and maintaining accurate records to support compliance and informed decision-making.
  • Education & Compliance: Deliver training and guidance materials to stakeholders and contractors to build understanding of Council’s procurement frameworks and compliance obligations.
  • System Administration: Administer specialist procurement systems (e.g., VendorPanel, Finance One, Contracts Monitor) and maintain up-to-date knowledge of the legal and regulatory environment governing local government procurement in Queensland.

Skills and Experience:

To be successful in this contract role, you will need to demonstrate the following:

Essential Criteria

  • Proven Procurement Experience: Demonstrated experience in end-to-end procurement and contract management, including the preparation, evaluation, and administration of tenders, preferably within the public sector or a heavily regulated environment.
  • Strong Technical Knowledge: Sound knowledge of contract law and contract administration, with the ability to interpret technical documentation and apply relevant standards.
  • Core Competencies: Strong analytical, organisational, and time management skills, with a proven ability to manage competing priorities and meet deadlines independently.
  • Communication & Stakeholder Skills: Excellent interpersonal, negotiation, and communication skills, with a customer-focused approach and the ability to influence stakeholders and resolve conflicts constructively.
  • Systems Proficiency: Proficiency in business systems and procurement software, including the Microsoft Office suite. Familiarity with systems like VendorPanel, Finance One, or Contracts Monitor is highly desirable, or the ability to quickly acquire competency.

Mandatory Requirements

  • Qualifications in Procurement & Contract Management or a relevant field (e.g., Business/Property Law) and/or sound discipline knowledge, experience, and skills attained from working in a similar position.
  • Possess and maintain a current motor vehicle drivers’ licence.
