This role sits in the Finance Services branch and will deliver management accounting services to support organisational objectives and statutory requirements. In addition, the successful candidate will work closely with internal stakeholders to develop investment strategies to maximise and diversify medium and long-term returns.

The key responsibilities of this role are to:

  • Coordinate the preparation of the annual budget and mid-year budget review in accordance with statutory and management requirements.
  • Coordinate the regular review of the City’s Strategic Financial Plan to support the City’s integrated planning and reporting framework.
  • Liaise with the Coordinator Financial Accounting to ensure that investment strategies are appropriate to short, medium and long-term liquidity needs and risks.
  • Ensure the timely provision of accurate, insightful management reporting and information to Council, senior leadership and relevant staff.
  • Oversee the maintenance of the cost allocation and recovery models methodology.
  • Coordinate monthly variance analysis in collaboration with key internal stakeholders and the Financial Accounting team.
  • Ensure compliance with relevant legislation, regulation, accounting standards and internal policies.
  • Assist with annual external audits and finance related internal audits.
  • Coordinate implementation of relevant internal and external audit recommendations and findings.
  • Ensure management accounting systems and processes comply with statutory requirements, and best practice financial management principles.
  • Maintain and enhance system and process documentation to support users.
  • Recommend, review and coordinate the implementation of improvements to systems, processes, controls and data quality.
  • Provide leadership, direction and support to the Management Accounting team.
  • Establish work plans and monitor workflows to meet deadlines.
  • Plan and prioritise section projects and initiatives, with accountability for achievement of outcomes.

Essential criteria:

  • Supervisory ability that includes people and budget management.
  • High level of organisational ability in planning, prioritising and achieving outcomes to deadlines.
  • Highly developed and proven interpersonal, communication and influencing skills.
  • Demonstrated ability to establish, develop and maintain new systems, strategies, and procedures.
  • Excellent written communication skills.
  • Experience in financial reporting, budgeting, analysis, and general accounting principles and statutory requirements.
  • Well-developed ability to use corporate computer systems.
  • Tertiary degree level qualification in Business, Accounting, or related discipline and/or extensive experience in a related role.
  • A current member of Chartered Accountant (CA) or Certified Practicing Accountant (CPA) or progression towards obtaining a membership.
  • Federal Police Clearance not more than 6 months old at engagement.

Salary package:

In line with the City of Subiaco Inside Staff Industrial Agreement 2025, this position is classified as a Level 9. The salary range is $132,600.00 to $141,128.00 per annum, exclusive of superannuation.
