Position objectives
The position of Facilities Officer is responsible for planning, directing and overseeing building operations, services, maintenance and housing tenancy including advice to other areas of Council, in relation to improving efficiency in all areas of this portfolio.
Qualifications/Licences/Tickets required
Experience and skills required for the position include:
Mandatory
Construction white card
Ability to operator a motor vehicle under a “C” Class manual Licence.
Computer skills using MS Office suite
Desirable
Qualification relevant to facility management or construction project management, together with relevant experience and proven expertise.
Working knowledge of Queensland Building Codes and Regulations, Australian Standards, OH& S legislation.
Additional requirements and working conditions
The following requirements and working conditions will be necessary in this role:
The Council Employee Code of Conduct applies to this position;
Travel within the shire area will be required for this position.
Statement of key responsibilities and duties
Coordination of day-to-day maintenance and repairs (such as broken door handles or lights)
Maintaining defect register for buildings.
Liaise with the appropriate Council engaged Real Estate staff to ensure the smooth operation of maintenance and repairs for Council owned housing.
Develop levels of Service Agreements for Council facilities in conjunction with the Manager of Works and relevant governance staff.
Develop various facility related policies, procedures and work instructions as required.
Manage annual contracts for Pest Control, Floor Cleaning, HVAC maintenance etc.
Work in conjunction with the Manager of Works on high level insurance for existing and new Council facilities including keeping a record of Certificates of currency.
Manage the process of Insurance claims for Council facilities.
Adapt and maintain efficiencies in recording and costings relating to utilities, cost savings on ecofriendly and sustainable management practices across Council initiatives.
In conjunction with other key personnel adapt a Key Control System/ Registry.
Develop and manage a range of systems to increase Council security across all sites including door locks, cameras, security systems and panic buttons.
Council may require the employees to undertake other roles for which they are qualified and capable of performing within a level five position.
Key selection criteria
The applicant’s suitability for this role will be assessed against the following competencies:
Selection Criteria 1
Demonstrated ability and experience in all facets of facilities management (preferable in a Local Government environment) and be fully conversant in the requirements of the relevant legislation and standards.
Selection Criteria 2
Previous management and knowledge, qualifications and/or experience within a facilities role covering projects and hit the ground running problem solving abilities.
Selection Criteria 3
Demonstrated ability to work effectively within a team environment, establish work priorities and meet deadlines including a sound understanding and commitment to Equal Opportunity and Workplace, Health and Safety principles and practices.
Selection Criteria 4
Well-developed communication skills, both written and verbal with a proven ability to communicate effectively and tactfully in sometimes very sensitive situations as well as a high degree of knowledge of computer programs.
Other relevant information
The selected applicant will be subject to a criminal history check – undertaken and paid for by Council.
This position will be subject to a minimum probationary period of three (3) months. The applicant’s employment will undergo a review at the end of the probationary period and a recommendation will be made to the Chief Executive Officer regarding permanent employment in the position.
The selected applicant may be required to provide Winton Shire Council with a recent photograph of the person, at the time of the person’s induction, for the purpose of creating a Winton Shire Council Employee Identity Card. Under (s138A) of the Queensland Local Government Act 2009 the employee has a legal obligation to hand any such identity card/s back to the employer within twenty-one days of termination of employment, unless the employee has a reasonable excuse.
In the event of organisational change or restructure, Council may require employees to undertake other roles for which they are qualified and capable of performing.
About Winton Shire Council
The history of Winton begins with a man named Robert Allen. He arrived from Aramac in 1875 and camped on the banks of Pelican Waterhole. His settlement was known as Wallace's Camp. The surrounding district was already settled by farmers and squatters, with a regular mail run from Aramac to Cork Station (Pictured to the left in present day).
In 1876, the settlement at Pelican Waterhole was flooded out and Robert Allen moved his hotel/store a mile eastwards. He was the first to settle the present day site.
It was then that Allen, who was the Postmaster, changed the settlement's name to Winton. He decided the former names were too difficult to write on the postage stamps. So he named the town after a suburb in Bournemouth, England, in which he was born.
On the 5th of July 1879, Winton was gazetted as a town by the Government, along with two areas, each 640 acres, that were retained for Town Common purposes.
