The Opportunity
ACER is leading the development and implementation of PISA 2025 across more than 90 countries and economies. This is an exciting, high stakes opportunity to work on a multi-million-dollar, multi-year, multi-country initiative.
The Programme Manager will work with the Programme Director (PISA International Survey Deputy Director) to deliver a portfolio of interrelated projects and activity streams, ensuring alignment with internal governance, and contractual obligations with the OECD and participating countries.
Your Mission
Implement the delivery of complex, interrelated multi-country projects with a focus on alignment and effective change management.
Foster strong, collaborative relationships with internal and external stakeholders.
Support efficient resource planning and budget oversight across a large, dynamic programme.
Proactively manage risks and contribute to continuous improvement and performance tracking.
Prepare high-quality reports and ensure compliance with governance and contractual requirements.
What You’ll Bring
Extensive experience managing large-scale programmes in education, government, or international assessment, with proven success leading cross-functional teams and managing complex budgets exceeding $10M.
Strong project management expertise, including the design and execution of structured frameworks, comprehensive documentation, and consistent reporting mechanisms.
Exceptional stakeholder engagement and communication skills, with a demonstrated ability to translate analytical insights into strategic actions.
Advanced capabilities in risk management, resource planning, performance evaluation, and quality assurance implementation.
Desirable experience in international contexts, including familiarity with assessment, and collaboration on global or national education initiatives.
