About VHBA

The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. We're delivering world-class health facilities across Victoria including new public hospitals and emergency care, community health services, ambulance branches, residential aged care and mental health facilities. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines.

The Opportunity

The Director, Cost Control is responsible for cost control strategy and oversight across VHBAs capital programs, ensuring consistency, compliance, and best practices. This position will lead business case development with accurate cost estimates and maintain the Cost Control System while creating effective and reliable reporting. This position will also be responsible for reviewing contractor bids and claims and collaborating with internal stakeholders to meet project goals.

Key aspects of the role include:

• Prepare accurate business cases and cost estimates using financial analysis and historical data to support government decision making.
• Oversee the integrity, maintenance, and improvement of the Project Controls System and ensure strong data governance reporting across all VHBA projects.
• Collaborate with the Project Directors to deliver performance and portfolio reports, track progress, and ensure cost targets are met.

We are looking for:

• Strong experience in cost control and health project management, including forecasting and reporting for major construction projects across various procurement models.
• Solid understanding of risks in procurement, contracts, project management, and transport within the Victorian Government and experienced in developing business cases with financial models and presenting to executive leadership.
• Demonstrated success in building and sustaining strong networks with peers and senior stakeholders, and leading negotiations at senior levels in both government and private sectors.
