Position Overview

As a part of the FTS Staying on Track service, the Youth Programs Coordinator role oversees and manages programs and services aimed at supporting young people involved in the FTS Staying on Track service in Ipswich/ Inala. This role involves program development and implementation, coordinating resources, providing direct support to young people, and collaborating with various stakeholders to promote positive outcomes and reduce re-offending. The specific responsibilities include intake and assessment of young people in and leaving detention, oversight of case management and coordination, family and community engagement, and staff supervision. Fearless Towards Success (FTS) is a youth organisation that takes a specialised approach to provide holistic, wrap-around support focusing on the needs of young people who’ve been in youth detention and provides a ‘safe place to land’ that fosters connection and belonging to encourage positive re-engagement back into the community in a safe and supported environment.

Background – Staying on Track Youth Justice Program

The Youth Justice funded Staying on Track (SoT) program that FTS runs in Ipswich-Inala aims to improve community safety and reduce reoffending by bridging the transition to the community when young people are released from detention. This includes 12-months of support with at least 6-months of intensive supervision to assist young people with the foundations required to achieve a positive and crime free future.

Target group

The target group for the SoT program are young people remanded or sentenced by a court in a youth detention centre (YDC), or, by exception, held in a watchhouse. There are a range of providers for different locations across Queensland. FTS is responsible for young people who live in and around Ipswich and Inala.

● For clarity, this includes young people who are released on bail, those subject to ongoing statutory community-based orders, and those who have completed a sentence.

● Young people held in a watchhouse may be referred by exception.

● Due to the high intensity and duration of the SoT program, the aim is to target high and very high-risk young people.

Key Responsibilities:

Program Development and Implementation: Codeveloping and implementing programs designed to address the specific needs of young people involved in the FTS SoT program and their families/ caregivers. This could include programs focused on culture, health and wellbeing, life essentials and life skills, recreation and social connection, education, employment, training, and social enterprise development.

Collaboration and Networking: Building and maintaining internal and external relationships with various stakeholders, including:

o The FTS Youth and Family Mentors and Youth and Family Support Coordinator

o Young people involved in FTS

o Families and caregivers of young people

o Youth Justice and Youth Detention Centre staff and other relevant government agencies.

o Community Elders, organisations and service providers

o Schools and educational institutions.

Supervision and Support: Providing supervision, guidance, and support to FTS Youth and Family Program workers.

Sub-contracting of Specialist Services: Managing sub-contracted specialist services that respond to the needs, interests, and strengths of young people and their families/ caregivers that can’t be provided by FTS.

Advocacy and Representation: Advocating for the needs of young people within the youth justice system and representing their interests to relevant stakeholders.

Data Collection and Reporting: Collecting and analysing data on program outcomes and providing regular reports to management and other stakeholders.

Policy and Procedure Development: Contributing to the development and implementation of FTS policies and procedures.

Cultural Competency: Demonstrating cultural sensitivity and understanding, particularly in working with Aboriginal and Torres Strait Islander young people and their families.

Selection Criteria

1. Experience in working with young people in a youth justice or related setting.

2. Strong understanding of the Qld Child Safe Standards, and youth justice principles, practices, and legislation.

3. Demonstrated ability to collaborate effectively with stakeholders, communicate with influence and resolve conflict constructively.

4. Ability to work independently, reflexively, and as part of a team.

5. Strong organisational and time management skills.

6. Demonstrated ability to develop and implement a wide range of culturally safe, trauma- and neuro-informed youth- and family-centred programs.

7. Knowledge of relevant legislation and policies, including human rights principles.

8. Cultural competency and ability to work effectively with diverse groups of young people.

9. Experience in supervision and staff development.

10. Participate as a member of the leadership team and contribute to strategic and operational planning reviews and key decision-making.

Role Requirements

Citizenship/Visa. To be appointed to the position you must be an Australian citizen, have permanently residency status or a Visa permitting you to work in Australia.

Blue Card: Successful applicants require a valid Blue Card and must produce a valid form of identity.

National Police Check: FTS will support successful applicants to complete this check.

Qualifications: Relevant tertiary qualifications (such as social work, youth work, psychology, community services, community health or related field) and/or relevant experience.

Driver’s Licence: Current unrestricted Qld Driver’s License is required

Compliance capability: Adherence to the QFCC Child Safe Standards, including those outlined in FTS policies, procedures and practices.

Working Conditions

Location: Community-based role across Ipswich-Inala service area. The support centre is based in Ipswich. The position provides the opportunity to make a difference to young people.

Hours: Standard 38 hours; with flexibility for outreach outside business hours as needed. Face to face interaction with young people, their families and stakeholders is required so flexibility does not extend to the location of the role.

Award: The Youth Programs Coordinator will be paid under the SCHADS Award (https://awards.fairwork.gov.au/MA000100.html), level 6 Remuneration includes 12% superannuation and 4 weeks annual leave (pro rata)

Supervision & support: Supported through regular administrative, practice and cultural supervision processes, team and organisational policies, procedures and processes, and a range of regular professional development and training activities.

Professional Development: Participation in training relating to relevant topics including child safety and wellbeing, neuro- and trauma-informed care, cultural safety, supporting people with mental health and developmental disabilities, and Queensland youth justice laws and operating frameworks.
