Position Overview
We are seeking a knowledgeable and proactive Part-Time HR Manager to lead and oversee HR operations for Glow Health Care Agency. This role is pivotal in supporting our diverse workforce—including case managers, support workers, registered nurses, and allied health clinicians—by ensuring strong compliance, effective recruitment practices, and a positive work culture. You will also supervise our internal recruitment team and work closely with operational leaders to ensure a smooth and compliant HR environment across NDIS, SDA, aged care, and broader healthcare services.
Key Responsibilities
1. Strategic HR Leadership
Lead the implementation and continuous improvement of HR systems, aligned with regulatory requirements and internal goals.
Act as the primary HR advisor to management and team leaders across departments.
2. Policy, Contracts & Compliance
Develop and maintain HR policies and procedures in line with Fair Work, NDIS Practice Standards, SDA requirements, and Aged Care Quality Standards.
Draft and review subcontractor and employee agreements.
Maintain HR compliance registers (WWCC, Police Checks, NDIS Worker Screening, First Aid, etc.).
3. Workforce & Recruitment Oversight
Lead and manage a small internal recruitment team (2 staff members).
Oversee recruitment and onboarding for direct support workers, nursing staff, allied health professionals, and admin staff.
Coordinate workforce planning and forecast future staffing needs in collaboration with department heads.
4. Employee Relations & Investigations
Address employee and contractor complaints, grievances, and performance concerns with professionalism and discretion.
Manage and investigate workplace incidents, escalating as required.
Promote a positive and inclusive team culture through consistent support and engagement.
5. Training & Development
Ensure mandatory and role-specific training is delivered and tracked (e.g., NDIS orientation module, manual handling, infection control).
Liaise with external training providers and maintain training compliance across all staff.
6. HR Operations & Reporting
Maintain up-to-date staff records, contracts, appraisals, and HR documentation.
Collaborate with finance/payroll to ensure accurate HR data for pay and entitlements.
Assist in internal audits, risk reviews, and accreditation processes as needed.
Qualifications & Experience
Essential:
Minimum 3 years of HR management or senior coordination experience.
Strong knowledge of Fair Work Act, NES, and relevant employment law.
Experience in HR operations across healthcare, aged care, or disability support services.
Demonstrated experience in recruitment and employee relations.
Desirable:
Exposure to NDIS Quality and Safeguards Commission standards.
Understanding of SDA tenancy principles and aged care governance frameworks.
Familiarity with HR platforms (e.g., Employment Hero, Elmo, HRIS, Citation etc.).
Skills & Attributes
