About the Role
The Public Transport Authority (PTA) is seeking a proactive and skilled Learning and Development Consultant to join our Competency Program Team. Reporting to the Competency Manager, this role offers an exciting opportunity to contribute to the development and implementation of operational competency assessments and frameworks that support the organisation’s training and workforce capability goals. The ideal candidate will bring a strong understanding of competency-based training, a keen eye for compliance, and experience in instructional design, with the ability to engage a wide range of stakeholders.
Key responsibilities of the role include:
Create operational training and assessment resources, including session plans, learner guides, assessments, and digital content, aligned with compliance standards.
Support the creation of technical competency frameworks, including PTA-specific standards where AQF units are not suitable.
Develop workplace-based assessments that reflect operational tasks and align with relevant competency standards.
Work closely with subject matter experts and stakeholders to ensure accuracy, relevance, and effective implementation of learning materials.
Lead development activities, manage timelines, monitor progress, and ensure quality and consistency across deliverables.
About You!
To excel in this role, you should possess:
Demonstrated experience in adult learning design, delivery and evaluation.
Certificate IV in Training and Assessment or higher qualification in adult education required.
Sound knowledge of RTO standards, AQF, TAC and VET compliance and quality frameworks.
Proven ability to build stakeholder relationships, communicate effectively and work collaboratively in team environments.
Sound project management skills with the ability to manage competing tasks and lead and progress tasks to achieve goals and objectives.
Suitable proficiency in the use of technology including MS Word, PowerPoint and Excel and with the use of eLearning tools.

There are currently one permanent and two fixed term opportunities available until 31 December 2028 (with the possibility of renewal and/or permanency). Applicants assessed as suitable through this process may be used to fill similar vacancies on a fixed term or permanent basis that may arise within the next 12 months.
To be eligible to work at the PTA you must be either an Australian Citizen or Australian Permanent Resident or hold a valid work visa until 31 December 2028.
