The Role
The APS 6 Contract Officer works closely with the EL 1 Commercial Manager in undertaking contract management, administrative and other support tasks associated with contracts managed by RMC- W.
- Specifically this may include things as:
- Assisting with strategy development and planning;
- Developing and issuing tenders and requests for quotation;
- Managing contract negotiations;
- Developing and implementing contract changes;
- Raising and/or amending contract change proposals and purchase orders;
- Conducting contract performance reviews;
- Reviewing and approving payment of invoices; and
- Conducting contract governance and reporting activities.
The APS 6 Contract Officer position has assigned specific responsibilities that may include any of the platforms, systems and equipment maintained by the Regional Maintenance Provider.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team
Regional Maintenance Centre – West is (RMC-W) is a key element of the Maritime Sustainment Model. RMC-W is located at Henderson WA. There are four Regional Maintenance Centres Nationwide, RMC - North East in Cairns, RMC - North in Darwin, RMC - East in Sydney along with RMC National. RMC-W is the governance organisation overseeing the contract for the Regional Maintenance Provider (RMP) awarded to Naval Ship Management (NSM).
NSM will provide an integrated and consistent approach to continuous sustainment by enabling a longer-term picture of demand, coordination of resources, standardisation of processes, contracts and procedures across asset classes. Combined with enabling maintenance to occur closer to operational areas, this will ensure future Navy can fight and win at sea.
Regional Maintenance Centres will build on the Australian Industry Capability Program by incentivising industry to build regional and local capacity and capability. They will also support the development and improved utilisation of the Navy technical workforce. This will lead to the development of Sovereign Sustainment Capability.
In short, the Regional Maintenance Provider is the contractor and undertakes the Management/ Execution of ships maintenance tasking in the sustainment environment while RMC-W is the Governing body and Commonwealth contingent.
