About the role
Clarence Valley Council is seeking an experienced and enthusiastic Senior Learning & Development Officer to join our People & Culture team. The position leads the learning and development of Clarence Valley Council, ensuring training, development, and capability-building solutions are in place.

From onboarding new employees to ensuring annual compliance training is met, you will have the opportunity to lead Council’s learning strategy and drive innovative approaches to employee development. You’ll work closely with leaders across the organisation to identify training needs, implement tailored learning solutions, and maintain a vibrant and user-friendly eLearning platform.

This is more than just a training role—it’s a chance to influence the future of learning in local government. Your creativity and knowledge will shape new learning strategies aligned to our operational goals, all while ensuring compliance with the Local Government (State) Award and supporting the Council’s commitment to continuous improvement.

We’re looking for someone who holds a Certificate IV in Training and Assessment and brings proven experience in developing, delivering and evaluating training programs. Your ability to engage with stakeholders, communicate across a variety of audiences, and manage projects with confidence will be essential to your success.

To be considered for this position you will need to:
• Address the essential requirements of the role as per position description
• Supply relevant certificates and licences
• Attach a cover letter (2 pages maximum) and an up-to-date resume (5 pages maximum) that clearly details your skills & experience as relevant to this position. You will need to demonstrate how you meet the focus capabilities and how your skills will enable you to achieve the key accountabilities.
• Target questions - answer the target questions - maximum 300 words each question
Q1. In planning a project/event etc., how have you allowed for unanticipated setbacks? Tell me about a specific project and what happened.
Q2. What different approaches have you used in talking with different people? How did you know you were getting your point across?
Q3. Please provide a detailed overview of your experience in developing, delivering, and evaluating training programs within a workplace or organisational setting.

Other important information
This position is located at Council's Grafton Office, however, this may change should business needs identify other work locations to be more appropriate to deliver our services in the future.
A probation period applies to this position.
