Community Emergency Services Manager (CESM)

The Opportunity

An exciting opportunity exists for an enthusiastic and experienced Community Emergency Services Manager (CESM) to work across two progressive local governments in regional Western Australia. The Shires of Victoria Plains and Wongan-Ballidu are seeking a proactive individual to join their team and support local emergency services operations.

This unique role works collaboratively with both communities, volunteers (including Bush Fire Brigades), and the Department of Fire and Emergency Services (DFES) to strengthen emergency management outcomes across both local government areas.

The CESM will play a pivotal role in leading emergency management initiatives through the delivery of Prevention, Preparedness, Response and Recovery (PPRR) principles, while also fostering community resilience and effective inter-agency coordination.

About You

You are an experienced emergency services professional with strong interpersonal and communication skills and demonstrated leadership in both operational and community-facing contexts. You bring a solutions-focused attitude and a genuine passion for working with rural and regional communities.

To succeed in this role, you will have:

A sound understanding of emergency management practices and legislation

Experience working with volunteers and emergency services organisations

The ability to work collaboratively across local government and state agencies

Strong planning, coordination, and administrative skills

The flexibility to attend incidents and events outside normal business hours

Note: This role requires regular travel between Victoria Plains and Wongan-Ballidu, as well as participation in an on-call roster and attendance at emergency incidents when required.

The position offers a competitive remuneration package, including:

Cash salary range of $90,000 – $124,000 per annum (commensurate with experience)
