About the Role
Multicultural Australia is seeking a passionate HSP Program Manager to lead the Humanitarian Settlement Program in Toowoomba. This maximum term position until 30 June 2026 plays a vital role in providing strategic and operational oversight of culturally responsive settlement services for newly arrived refugees, people seeking asylum, and unaccompanied minors.
As the HSP Program Manager, you will lead and mentor teams delivering case management, accommodation and welcome services. Your leadership will ensure culturally responsive and client-centred support that aligns with contractual requirements and drives meaningful settlement outcomes.
What You’ll Be Doing:
Provide strategic leadership in humanitarian settlement, identifying service gaps and developing responsive solutions;
Lead and mentor teams across Case Management, Accommodation, and Welcome & Initial Support Services;
Coordinate service delivery to ensure clients meet their settlement goals and milestones;
Supervise and support staff performance and professional development;
Ensure compliance with contractual performance indicators, audits, and service standards;
Manage program budgets and resources, including forecasting and financial oversight;
Report on operational and strategic trends to Executive Management;
Develop agile, client-centred solutions to address service delivery challenges;
Review and enhance systems, structures, and processes for improved service efficiency;
Represent the organisation in community, sector, and government forums as required;
Contribute to organisation-wide leadership initiatives and capacity building;
Participate in the emergency on-call roster, including after-hours, weekends, and public holidays.
What You’ll Bring
A Bachelor’s degree in Social Work, Psychology, Counselling, or a related field;
Minimum of 4 years’ management and leadership experience in a dynamic, client-centred environment;
Proven track record in supervising diverse, multi-disciplinary team;
Strong ability to build collaborative relationships with internal and external stakeholders;
Demonstrated success in meeting KPIs and managing program performance;
High-level communication skills and experience delivering reports and facilitating meetings;
Proven ability to navigate funding requirements and compliance standards;
Sound decision-making and prioritisation skills in complex service environments;
Proficiency in Microsoft Office (Outlook, Word, Excel);
Valid QLD Driver’s Licence, Blue Card (Paid), and National Police Clearance.
Additional Desirable Skills:
Experience in a similar role within the not-for-profit or community services sector;
Knowledge of, or willingness to learn, Queensland Residential Tenancy Legislation and housing issues affecting refugees and vulnerable cohorts;
Passion for working in the multicultural sector supporting refugees, asylum seekers, and newly arrived Queenslanders;
Ability to communicate in a language other than English;
Commitment to capacity building and team development through a collaborative leadership style;
Ability to contribute positively to Multicultural Australia’s values and organisational culture;
Innovative thinking and experience in leading change initiatives.
