The Department of Justice and Community Safety is seeking an Assistant Manager, Licensing to provide a critical role within Tobacco Licensing Victoria.

About the Business Unit

The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, Tobacco Licensing Victoria (TLV) is being established to deliver the Government's commitment to implement a tobacco regulation and licensing scheme.

Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria is implementing a tobacco business licensing scheme and regulator to strengthen tobacco regulation. From 1 July 2025, tobacco retailers and wholesalers will be able to apply for a license to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in February 2026.

About the Role

Reporting to the Manager, Licensing, the Assistant Manager, Licensing will support the management of the licensing team for TLV, including:

  • contributing to the development and continuous improvement of frameworks and processes to deliver the tobacco business licensing functions
  • assessing and determining complex tobacco licence applications

The role operates within a complex and dynamic environment that requires a capacity to exercise sound judgement, and the ability to proactively develop and maintain effective relationships with key stakeholders, using influence and negotiation skills to support the provision of clear advice to support effective, timely actions.

Core to being successful in this role will be your ability to understand new subject matter quickly, demonstrate appropriate initiative, and your capacity to write accurate, timely and audience-appropriate documents and briefings.

As the Assistant Manager, Licensing some of your duties will include:

  • Contribute to strategic planning, implement corporate initiatives, and develop operational policies and processes to improve service delivery.
  • Oversee the assessment and ongoing monitoring of high risk licensees.
  • Provide authoritative advice on complex issues relevant to the licensing function.
  • Monitor and quality assure the licensing team's performance against targets, taking proactive steps to implement performance improvements, and improve efficiency.
  • Prepare correspondence, briefs, and technical reports for internal and external stakeholders, providing clear advice and decision options.
  • Represent the department through consultation, engagement and liaison with a broad range of stakeholders.

About you

To be successful in this role, you will have:

  • Demonstrated ability to interpret and implement legislation in a regulatory context, particularly in applications for industry entry, assessing ongoing suitability, and addressing complex or high-risk issues.
  • Experience leading teams in high-volume, fast-paced operational environments, achieving performance targets and adherence to quality.
  • Demonstrated ability to apply operational performance data to inform resource allocation and achieve performance targets.

Qualifications

  • Appropriate qualifications or equivalent experience in the fields of licensing and/or regulation would be highly advantageous.
