Principal Investigator

Investigations and Enforcement, Building Commission NSW

Grade: Clerk Grade 9/10

Salary: $129,464 - $142,665 plus superannuation and leave loading

Duration: Ongoing, fulltime

Location: Parramatta 2 - 3 days per week, with hybrid and flexible working conditions available.

This is a fantastic opportunity to join the Investigations and Enforcement team at the Building Commission NSW as a Principal Investigator.

About the role

  • You'll work as part of a team that investigates allegations of serious misconduct principally under the Design and Building Practitioners Act 2020 (DBP Act) concerning building practitioners, design practitioners and professional engineers.
  • The DBP Act provides the rules that practitioners must adhere to regarding class 2, 3 and 9c construction in NSW.
  • As a Principal Investigator, you will lead and mentor a small team of senior investigators who undertake end-to-end investigations in this space. You will collaborate effectively with other members of the team and the organisation, ensuring assessments and investigations are conducted in a professional, efficient and effective manner and in accordance with the legislative requirements, available methodologies and Commission guidelines and policies.
  • The position provides expert advice on legislation such as the DBP Act, to Investigators, senior leadership, members of the public and registered practitioners.

To be successful in this role, you will have:

  • Demonstrated experience in leading a team to achieve desired outcomes.
  • Expertise in undertaking and leading complex, major and sensitive investigations.
  • Prepare, oversee, and undertake complex compliance and investigation activities through the delivery of risk based regulatory programs to ensure and enhance compliance.
  • A thorough knowledge of best practice investigation policies and procedures, the rules of evidence, preparation of briefs of evidence and drafting of high-quality investigation reports and court processes.
  • Gather and review evidence and prepare and maintain accountable records, documents, submissions and reports to recommend appropriate action to decision makers and ensure record keeping and legislative requirements are met.
  • Provide coaching and mentoring in the ongoing development of team members to build capability to deliver innovative regulatory services and ensure all regulatory activities are undertaken for the protection of the NSW community.
  • Provide expert advice to senior managers regarding significant developments and options for meeting regulatory compliance objectives and contributing to business planning and performance.
  • A Certificate IV in Government Investigations (or equivalent experience/willingness to obtain through employer-sponsored program).
  • Have the ability to understand and interpret relevant legislation including the Design and Building Practitioners Act and Home Building Act.
  • A current NSW driver's license & willingness to travel when required.

About the team

The Investigations and Enforcement (I&E) team conducts investigations and gathers evidence to support Building Commission NSW enforcement and regulatory actions. These actions can include issuing warnings, penalty infringements, sanctions, prosecutions or other measures to address non-compliance and deter future breaches.
