Overview:
The Environmental Manager will lead environmental and sustainability compliance for all construction activities across the RAAF Base Darwin projects. This role ensures that all Defence, Commonwealth, and Territory environmental obligations are met through proper planning, execution, and monitoring. The role includes responsibility for managing the Construction Environmental Management Plan (CEMP), securing and maintaining Environmental Clearance Certificates (ECCs), implementing PFAS and asbestos protocols, and managing construction waste in accordance with Defence frameworks and regulations. The Environmental Manager will also oversee the project’s compliance with sustainability targets through accurate recordkeeping and reporting, including preparation of the Sustainability eNotebook and related submittals.
Key Responsibilities:
Implement and maintain the approved CEMP and associated sub-plans including PFAS Risk Assessment, Erosion and Sediment Control Plan (ESCP), Asbestos Management, and Contamination Management.
Conduct regular environmental audits, inspections, and monitoring for compliance with project specifications, Defence policies, and NT EPA requirements.
Ensure prompt incident reporting in accordance with NAVFAC and Defence protocols, including environmental incidents and near misses.
Maintain environmental records including inspection reports and approvals for site activities.
Supervise subcontractor compliance with environmental requirements and provide on-site guidance as needed.
Develop and maintain the project-specific Sustainability eNotebook, ensuring that all milestones and documentation meet Defence and U.S. DoD standards.
Ensure compliance with sustainability goals related to energy efficiency, recycled content, low-emission materials, and third-party design certifications.
Track and document all “S” (Sustainability) submittals including calculations, labels, certifications, and as-built compliance reports.
Collaborate with design, procurement, and QC teams to verify sustainability measures during material selection and installation.
Represent the environmental and sustainability functions in project meetings including pre-construction, coordination, and turnover meetings.
Requirements:
Bachelor's degree in Environmental Engineering, Environmental Science, Sustainability, or a closely related field.
Minimum of 5 years’ experience in environmental management within large-scale construction or infrastructure projects.
Demonstrated knowledge of Commonwealth, NT, and Defence environmental regulations, including:
Defence Contamination Management Manual (DCMM)
PFAS Construction and Maintenance Framework
Work Health and Safety Act 2011 (Cth)
NT EPA Waste and Pollution Control Regulations
Desirable Attributes:
Experience on Defence or NAVFAC construction projects.
Strong interpersonal skills with the ability to engage confidently with Defence stakeholders, regulatory agencies, and subcontractors.
Proactive problem solver with a focus on continuous improvement and sustainability innovation.
Strong technical writing skills for preparing environmental and sustainability reports, submissions, and permit applications.
