Azooa is seeking a highly skilled and security-cleared Business Analyst (TSPV) to support a Federal Government program focused on strategic capability uplift and complex transformation. The Opportunity

Azooa is currently seeking a TSPV-cleared Business Analyst with strong skills in capability design and business transformation.

You’ll be supporting a mission-critical program aimed at delivering new and enhanced capabilities across complex organisational domains. This role will involve:

Understanding current-state and future-state operating models

Translating capability objectives into structured business and functional requirements

Engaging with key government and defence stakeholders to shape and define what success looks like

Supporting solution design through detailed artefacts and strategic alignment

This is an ideal role for someone with a strong strategic mindset, exceptional communication skills, and the ability to work confidently in highly classified environments.

Key Responsibilities

As a Capability-focused Business Analyst, your duties will include:

Leading and facilitating stakeholder engagement to gather and refine business requirements

Designing and documenting capability models, business processes, and service definitions

Supporting the development of business cases, options analysis, and strategic design artefacts

Translating high-level intent and policy direction into structured deliverables

Analysing gaps between current and future capabilities, recommending initiatives to close them

Documenting user stories, use cases, workflows, and functional specifications

Supporting solution development by aligning business needs with technical delivery

Ensuring documentation meets audit and governance standards

Operating within a secure, high-compliance environment requiring TSPV-level access

Your Skills & Experience

Must-Have:

Active TSPV clearance – required on day one

5+ years of experience as a Business Analyst in complex, multi-stakeholder environments

Experience in capability development, design, or uplift within Defence, Intelligence or other secure sectors

Strong stakeholder engagement and facilitation skills, including with non-technical and executive-level stakeholders

High proficiency in documentation:

Capability models and blueprints

Process diagrams (e.g., BPMN)

User stories and functional specs

Business cases and gap analyses

Strong understanding of Agile, Waterfall or hybrid methodologies

Ability to work independently while contributing effectively to multidisciplinary teams

Nice to Have:

Experience working with Defence Capability Life Cycle (CLC) or similar frameworks

Familiarity with architecture frameworks such as TOGAF or DODAF

Experience with Confluence, JIRA, Visio or BPMN tools

Understanding of national security priorities and governance requirements

Exposure to systems integration or software delivery projects

Contract Details

Position: Business Analyst – Capability Design

Location: Canberra, ACT – on-site only (due to clearance and program requirements)

Engagement: Contract – Full-time, 12 months + extensions

Security Clearance: TSPV (Top Secret Positive Vetting) – must be current and active

Daily Rate: Competitive, aligned to experience and skills

Start Date: ASAP or negotiable
