The Engagement and Regulations Specialist supports the Bureau's mission to deliver increased value and impact to Australia – through provision of specialist advice, customer engagement and relationship management – focussed on our water regulations and standards functions.
The Bureau is central to the quality and availability of water information across the country, having been entrusted as Australia's water information agency via the Water Act 2007. It delivers its water information functions through collaboration with over 200 data provider organisations named in the Water Regulations 2008.
In response to the following drivers of change: (i) Government investment in the Murray–Darling Basin Plan and focus on the water markets reform agenda; (ii) rapid technological advancements; and (iii) shifts in customer expectations and requirements, the Bureau is seeking an experienced engagement professional to provide leadership in our water regulations and standards activities.
The Engagement and Regulations Specialist plays an integral part in the Bureau's Water Markets Reform program, which aims to improve trust and transparency in water trading across the Murray–Darling Basin. A key responsibility of this program is to prepare the Bureau and stakeholders for new statutory obligations under Parts 5A and 7A of the Water Act 2007 (Cth). The role will involve building and maintaining strong stakeholder relationships, managing communication channels, and leading proactive engagement to encourage the adoption of new systems and work practices. It will also contribute to communication strategies that support broader transformation and change initiatives.
Additionally, the Engagement and Regulations Specialist will support the seamless transition of the Water Market Reforms program responsibilities and resources into the BAU operations of the Water Regulations and Standards section. This section supports the fundamental role of the Bureau under the Water Act 2007 and Water Regulations 2008 to lead and administer the collection and sharing of national water information.
The successful candidate will have an eye for detail and quality, and first-hand experience of policy or regulatory processes in a government setting. They will develop and oversee the delivery of engagement, education and compliance processes to ensure best practice regulation. They will be innovative, building relationships with and learning lessons from other regulators. They will strive to maximise the value the water regulations and data standards deliver to the country while minimising burden on regulated entities.
The Engagement and Regulations Specialist is a strategic leader and communicator who is highly self-motivated, agile and team orientated. They will develop deep subject matter expertise to support their leadership responsibilities.
This role will provide specialist advice, reports and consultation with external and internal stakeholders to advance water information and water markets information regulatory reform and to embed these into ongoing operations. The successful applicant will work closely with the Regulatory Design and Engagement Lead, Water Markets Reform program and Water Regulations and Standards teams to deliver integrated and collaborative solutions that are grounded through strong stakeholder and customer engagement.
