About the Role

The CHSP Program Specialist plays a key role in the leadership, coordination, and operational oversight for all Commonwealth Home Support Programme (CHSP) services. The role supports a team of coordinators who manage day-to-day service operations in alignment with the CHSP Manual & aged care reforms. This includes service types across Domestic Assistance, Home Maintenance, Home Adjustments, Social Support (Group and Individual), and Assistance with Care and Housing (ACH) – Hoarding and Squalor. The role ensures that each service type supports older Australians to live independently and with dignity in their own homes and communities, while aligning with the guidelines of the CHSP Operational Manual, STAR’s mission, and ensuring compliance with the Strengthened Aged Care Quality Standards.

Key responsibilities (not limited to)

Program Coordination & Service Delivery, Lead the operational CHSP services, ensuring high-quality delivery across:

Domestic Assistance – In-home domestic support tailored to individual needs.

Home Maintenance – Preventative and responsive tasks that enhance home safety and accessibility.

Home Adjustments – Coordination of minor and complex modifications to support independence.

Social Support (Group & Individual) – Inclusive programs to reduce isolation and strengthen community connections.

ACH – Hoarding & Squalor – Targeted support to improve safety and housing stability for at-risk individuals.

Leadership & Program Oversight

Mentor and support a team of Coordinators to deliver best-practice, person-centred services.

Champion a high-performance culture grounded in teamwork, accountability, and respect.

Lead transition planning and team readiness for the Support at Home reform.

Governance, Compliance & Quality

Ensure service delivery complies with CHSP guidelines, aged care legislation, and safety protocols.

Maintain robust systems for assessment, planning, documentation, and review.

Monitor program budgets and ensure services operate within funding and contractual requirements.

Workforce Development & Supervision

Guide Coordinators in coaching their teams and upholding STAR’s culture and values.

Participant & Stakeholder Engagement

Promote a positive and inclusive experience for Participants across all service streams.

Support Coordinators in resolving complex client issues and delivering responsive services.

Build strong partnerships with stakeholders.

Reporting & Data Management

Oversee accurate data entry, reporting and service tracking.

Monitor program performance, identify trends, and inform service development using data insights.

Specialist Service Leadership

Provide expert oversight of complex service areas, particularly ACH – Hoarding & Squalor.

Champion trauma-informed, multi-agency approaches to support clients with complex needs.

Facilitate appropriate use of allied health professionals (e.g. OT assessments) and external referrals.

Client Outcomes & Safeguarding

Evaluate participant outcomes against goals and service plans.

Collaborate with participants, families, and support networks to promote safe, sustainable living environments.

Escalate and manage safeguarding concerns in line with STAR policies and aged care legislation.

What will you bring to the role?

We are seeking a compassionate and skilled professional with tertiary qualifications in social work, community services, aged care, allied health, or a related field, and substantial experience in delivering or coordinating CHSP or aged care/community programs. The ideal applicant will bring a strong understanding of the CHSP Manual, or the ability to quickly acquire this knowledge, along with a demonstrated capacity to support clients experiencing hoarding behaviours or living in squalor using a trauma-informed, person-centred approach. You will have a deep understanding of wellness, reablement, and restorative care principles, and the ability to apply these across diverse service types. Effective communication, empathy, and the ability to work both independently and collaboratively are essential, as is the capacity to maintain accurate documentation and manage time effectively. Strong stakeholder engagement skills, digital literacy, commitment to continuous improvement, and alignment with STAR’s values of inclusion, respect, empowerment, and community service are critical to success in this role.
