About The role
Are you passionate about precision, compliance, and supporting a team that makes a difference in the health of Western Australians? WA Primary Health Alliance (WAPHA) is seeking a detail-oriented and proactive Payroll Officer to join our People and Culture team.
In this role, you'll be at the heart of our payroll operations-ensuring every employee is paid accurately and on time, maintaining compliance with legislation, and supporting continuous improvement across our systems and processes. You'll work closely with the Payroll Lead to manage fortnightly payroll cycles, reconcile transactions, and support audits, reporting, and system enhancements.
🔹Employment Type: Part-time 0.8 FTE Maximum term contract for 2 years (Possibility of extension)
🔹Location: WAPHA Head Office, Level 2, 1 Hood Street, Subiaco (Hybrid role)
🔹Salary: Band 4 ($91,152.20 Pro Rata Plus 12% Superannuation)
Core responsibilities:
- Process fortnightly & quarterly payroll accurately and on time, including salaries, benefits, and deductions
- Maintain and update payroll records for new hires, terminations, and pay changes in Aspire and Payforce
- Support the Payroll Lead in reviewing and enhancing payroll systems and processes
- Reconcile payroll transactions and ensure accurate reporting
- Generate people metrics and payroll reports to support cost and accrual management
- Ensure compliance with federal and state payroll legislation and internal policies
- Coordinate and submit data for Workplace Gender Equality reporting
- Prepare documentation and records for internal and external audits
- Recommend and document improvements to payroll procedures and systems
- Deliver payroll inductions for new employees and training for managers
- Manage superannuation data through the clearing house portal
- Provide guidance and support on salary packaging via Access Pay
- Maintain cost centre and expense data in Aspire in collaboration with Finance
- Create and manage employee work schedules and leave types in Aspire
- Respond to payroll-related queries, including workers compensation and compliance issues
About you
To be considered for this role, candidates must meet the following selection criteria:
Essential experience and education
- Tertiary qualification in a related field or equivalent experience in end-to-end payroll operations
- Proven knowledge of payroll functions including preparation, balancing, internal controls, and payroll taxes.
- Strong understanding of payroll compliance and Modern Awards, plus relevant state legislation.
- Experience with ERP systems such as Oracle, SAP, or Microsoft, including payroll metrics.
- Excellent organisational skills and attention to detail.
- High level of integrity in handling confidential information.
- Commitment to continuous learning and professional growth.
- Familiarity with taxation, superannuation, and payroll deductions.
- Health industry knowledge and experience (preferred)
- Intermediate - skilled in using Excel for payroll reconciliation, reporting, and data analysis.

In early 2015 the Commonwealth Government awarded WAPHA the contract to operate WA’s three Primary Health Networks (PHNS) – Perth North , Perth South and Country WA.
The two key functions of the PHNs, which align with WAPHA’s vision, are:
