What is the role?

Applications are sought from suitably qualified applicants wishing to be considered for the role of Compliance Team Member Covert Analysis and Assurance (CAA). CAA functions have a direct impact on the AFP's accountability to the Federal Parliament and records are subject to inspection by the Commonwealth Ombudsman's Office and the Inspector General of Intelligence and Security.

CAA supports AFP investigations by ensuring compliance with the Telecommunications (Interception and Access) Act 1979, Surveillance Devices Act 2004 and Crimes Act 1914 any other relevant legislation. CAA is also responsible for record-keeping, reporting services, the facilitation of the Commonwealth Ombudsman’s oversight of the various legislative regimes as well as providing a dedicated monitoring service for telecommunication interceptions.

As a Team Member in the AFP you will be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments. It is expected that the successful applicant will deliver on the core responsibilities and meet any requirements of the position as outlined below.

What will you do?

Role responsibilities include but are not limited to:

  • Support compliance with the Telecommunications (Interception and Access) Act 1979 (Cth) (TIA Act), the Surveillance Devices Act 2004 (SD Act) and the Crimes Act 1914 (Cth).
  • Assist investigators in meeting the legislative compliance requirements by providing advice and vetting draft documentation.
  • Provide assistance to investigators and engagement with the Australian Designated Authority in relation to International Production Orders.
  • Process and management of all Warrants under the TIA Act and SD Act for the life cycle of the warrants and prepare requests for evidentiary material for court purposes.
  • Compliance and processing historical and prospective telecommunications data authorisations.
  • Ensure compliance with industry assistance requests, facilitates non-telecommunications related enquiries.
  • Coordinate engagement with the Office of the Commonwealth Ombudsman and the Inspector-General of Intelligence and Security (IGIS) for inspections.
  • Provide post-warrant advice and support to operations to ensure compliance with statutory reporting.
  • Support compliance with the Controlled Operations under the Crimes Act 1914.
  • Provide advice on the relevant legislation, maintain the governance framework for Controlled Operations, and collate the legislated reporting requirements for Controlled Operations and Account Takeover Warrants.

Essential Requirements

  • You must be an Australian Citizen at the time of application.
  • A Negative Vetting 1 (Secret) security clearance or the ability to obtain one.
  • Ability to work effectively and cooperatively in a team environment.
  • Strong communication skills.
  • Self-motivated learner with an ability to research and acquire knowledge relevant to the role.
  • Sound customer service skills.

Desirable Requirements

The following skills and/or experience would be highly regarded:

  • Knowledge of relevant Commonwealth legislation.
  • Ability to work in a remote team environment (if required).
  • Ability to perform on-call on a rotating roster to provide afterhours support for operational requirements (if required).

Additional Information

  • This position is an AFP Band 4
  • Domestic travel may be required for this role, depending on AFP business needs.
  • This position has been advertised in multiple locations. Remote working options may be negotiated.
  • Some roles have a requirement to support on-call rostered functions.
