The division provides stewardship, support and services across integrity; conduct; property; fraud and corruption; security; performance management; rehabilitation management; recruitment; learning and development; inclusion and diversity; workforce planning and analytics; workplace relations; people support; culture and health, safety and wellbeing.
The Security, Integrity and Assurance Branch is responsible for the delivery of the department’s integrated protective security and integrity frameworks. We prevent, detect, and respond to security incidents, suspected misconduct, fraud and corruption, and develop unique insights to proactively identify and mitigate risks to the department and its operations. Responsible for the provision of independent, objective and risk-based internal audit, assurance and advisory services, we also provide independent support to the Inspector-General of Biosecurity and Inspector-General of Animal Welfare and Live Animal Exports.
The Security, Integrity and Assurance Branch are seeking to fill multiple positions (current and expected future vacancies) in the following roles:
- APS6 Senior Integrity Officer in the Assessment & Assurance Section; and
- APS6 Senior Investigator in the Internal Investigations Section.
As a Branch, we work collaboratively and you will contribute to the broader work of the Branch to embed and promote a pro-integrity culture across the department. At times you may be required to assist in other Sections of the Branch.
The Assessment & Assurance Section provides ‘one-front door’ to receive and triage all integrity and security reports or incidents. The Section conducts comprehensive assessments in relation to complaints, reports, concerns or issues to determine the most appropriate response. The Section also undertakes assurance activities related to the department’s integrity and security controls.
The Internal Investigations Section conducts investigations into departmental employee’s misconduct relating to suspected breaches of the APS Code of Conduct, Fraud and Corruption and Security Incidents. The Section also manage review of actions, including responding to applications lodged with external review entities such as the Fair Work Commission and the Office of the Merit Protection Commissioner. In addition, the Section manages the department’s Public Interest Disclosure (PID) framework and the National Anti-Corruption Commission (NACC) referrals and compliance obligations.
The Job
In the Senior Integrity Officer role, you will contribute to a small team to improve assessment, oversight and assurance of integrity risks across the department.
Key duties of the role will include:
- Triage and assess complaints or reports relating to suspected misconduct, fraud and corruption.
- Collect information and evidence to support the assessment of integrity complaints and reports.
- Draft high quality, evidence-based recommendations for relevant decision-making bodies.
- Provide impartial and forthright advice to employees, and managers to enable mitigation of integrity risks.
- Establish and maintain effective and productive relationships with key stakeholders across the department and with external partners.
The Senior Investigator role is multi-faceted to align with the responsibilities of the Section.
Key duties of the role will include:
- Conducting investigations into allegations of misconduct, fraud and corruption, and security incidents across the department and ensuring compliance with the Australian Government Investigation Standards (AGIS).
- Undertaking primary reviews of action.
- Collecting and analysing complex streams of information to form assessments that will support the evidence required to effectively manage the risk across the department.
- Engaging with law enforcement partners and relevant stakeholders, including the National Anti-Corruption Commission (NACC), the Australian Federal Police (AFP), and the Commonwealth Director of Public Prosecution (CDPP) on matters that may lead to criminal briefs of evidence or referrals to other law enforcement agencies.
- Leading the mentoring and management of junior investigative staff.
- Contributing to the development of investigative policies, procedures, and projects.
- Partnering with a range of internal stakeholders to deliver robust, innovative, and timely investigative outcomes, including lessons learnt from vulnerabilities identified.
- Building and maintaining relationships across government to harness opportunities and build capability and knowledge across the investigative program.
- Providing investigation and/or coordination support to the Public Interest Disclosure scheme.

Senior Integrity Officer:
- Experience conducting and preparing assessments relating to integrity matters, including evidence collection.
- Demonstrated experience completing high quality, evidence-based recommendations for relevant decision-making bodies.
- Experience with providing impartial and forthright advice to employees, and managers on sensitive matters.
Senior Investigator role:
- Demonstrated experience undertaking administrative and/or criminal investigations.
- Demonstrated experience interpreting policy/legislation and applying that knowledge to investigations and/or review of actions.
- Demonstrated experience in producing accurate records and reports relating to complaints, integrity matters and investigation outcomes.
- Demonstrated experience in the preparation of Executive level briefs and detailed documentation including Notices relevant to employee misconduct.
