The Federation of Ethnic Communities’ Councils of Australia (FECCA) is the national peak body representing people from multicultural communities and their organisations across Australia. Through the membership of state, territory, and regional councils, we represent over 1,500 community organisations. For over 45 years, FECCA has proudly worked alongside culturally and linguistically diverse communities, the broader Australian society and the Commonwealth government to build an inclusive multicultural Australia.

Key Responsibilities:
Program Management

Organise, engage, and manage the Program Advisory Group

Design, implement, and manage program activities in alignment with organizational goals

Ensure activities are delivered on time, within scope, and budget

Proactively identify and resolve implementation challenges to ensure the program remains agile and responsive

Champion the use of digital tools and operational innovations to streamline delivery and enhance efficiency

Ensure timely, accurate documentation and reporting of program activities, lessons learned, and impact narratives

Financial and Grant Management

Lead the development, execution, and oversight of program budgets, ensuring cost-effectiveness, compliance with donor and internal financial policies, and alignment with programmatic goals

Collaborate closely with the Operations Manager to monitor expenditures, validate financial forecasts, and ensure timely, accurate financial reporting across all program components

Ensure compliance with grant requirements and contractual obligations, including the timely submission of insightful narratives, recommendations, and financial reports.

Negotiate scope changes, timelines, and deliverables for projects and services based on evolving community needs and grant requirements.

Establish and maintain financial controls and risk mitigation strategies to safeguard program resources and ensure fiscal accountability.

Monitoring Evaluation and Learning (MEL)

Oversee the design and implementation of Monitoring, Evaluation, and Learning (MEL) systems to track progress toward strategic goals, assess intervention effectiveness, and capture outcomes.

Ensure reliable data collection, analysis, and reporting processes are in place to support evidence-based decision-making and adaptive program management.

Drive knowledge translation initiatives by synthesizing key insights and lessons learned, and disseminating them internally and externally to inform policy, strategy, and practice.

Coordinate and support external evaluations, donor reviews, and internal performance assessments, fostering transparent feedback loops and continuous improvement.

Policy Development, Advocacy & Evidence

Contribute to research, analysis, and policy development on media literacy and broader social policy issues impacting people from multicultural backgrounds

Support policy submissions, advocacy strategies and reports to influence decision-makers

Support consultations with key stakeholders to inform social policy strategies

Collaborate within and across Social Policy and Research Team, FECCA, and other initiatives to embed intersectionality as a core principle in all policy development and advocacy efforts

Contribute to communication initiatives though FECCA’s multi-platform outreach, including websites, newsletters, and social media.

Stakeholder Engagement

Support building and maintaining relationships with program partners, FECCA members, diverse cultural communities, researchers and research organisations, governments, and any other relevant public and private sector and community organisations to collaboratively achieve objectives

Support the development of agenda and preparations for the FECCA Conference and the National Multicultural Health and Wellbeing Conference

Provide secretariat support to the Program Advisory Groups, focus groups and similar initiatives

Engage and collaborate with community organisations, leaders, and stakeholder groups to mobilise resources, expand program reach, and foster sector-wide collaboration

Coordinate program promotion (website, social media, e-news and other products)

People & Culture

Foster a culture of safety, accessibility, and professionalism in the office environment

Foster a high-performing, collaborative culture that supports innovation, learning, and excellence within the Social Policy and Research Team and the broader FECCA team

Foster interfacing with broader FECCA policy teams to inform work and amplify initiatives

Contribute to strategic workforce planning, staff development, and succession planning for the Social Policy and Research Team and FECCA

Facilitate the qualitative and quantitative outcomes and impacts of Social Policy and Research Team’s work.

Support regular program review processes and ensure adaptive learning is embedded into the program cycle

Coordinate between program, finance, operations, policy, and other relevant teams to deliver integrated and efficient programming

Support documentation, knowledge sharing, and the integration of evidence into program and policy work

Contribute to strengthening Social Policy and Research Team and FECCA reputation by accepting ownership for initiating and accomplishing new advocacy and program strategies; exploring opportunities to add value to accomplishments

Advanced tertiary qualifications in social science, public policy, or related fields

Current Drivers Licence

Professional Experience

Minimum two years’ experience in program management, project coordination, or grant administration in a nonprofit or community-based setting

Skills, Abilities, Knowledge

Comprehensive understanding of issues affecting Australia's culturally, ethnically, and linguistically diverse communities.

Cultural competence, cultural humility, and cultural intelligence

Proven ability to build and sustain strong relationships with government agencies, donors, NGOs, and community stakeholders

Strong analytical, research, and problem-solving abilities

Ability to manage multiple projects and deadlines and requires minimal supervision

Proficiency in project management tools and reporting systems

Demonstrated ability in designing and implementing effective MEL systems, ensuring data-driven decision-making and program improvement

Proficiency in budget planning, financial oversight, and donor compliance for large-scale programs

Capable of operating effectively in dynamic, high-pressure, and resource-constrained environments

Strong written and verbal communication skills, with the ability to influence, advocate, and represent effectively
