The Department for Energy and Mining is seeking an exceptional leader to join its Regulatory Risk and Resource Tenure Branch as General Manager, Energy Resources Licensing. This is a rare opportunity to influence the strategic direction of upstream energy regulation and land access frameworks critical to the state's energy transition and economic development.

About the opportunity
The General Manager, Energy Resource Licensing is responsible for leading the development and implementation of legislation, policies, and programs governing licensing and land access under the Energy Resources Act 2000 and the Hydrogen and Renewable Energy Act 2023.

This leadership position oversees a high-performing team that regulates licence application processes, ensures compliance, manages legal entitlements, and administers the collection of more than $10 million in licensing fees annually. The role provides authoritative advice to government, supports critical legislative reform, and engages with industry and community stakeholders to ensure transparency, compliance, and innovation across the sector.

About You
To be successful in this role, you will demonstrate:

Strong leadership experience in regulation, compliance, or legal roles - ideally in government or the energy/resources sector.

Good understanding of energy laws, including the Energy Resources Act 2000, Hydrogen and Renewable Energy Act 2023, Native Title Act 1993, and related legislation.

Able to think strategically, lead change, and offer practical, clear advice to senior stakeholders.

Confident working in complex and high-pressure environments.

Skilled in working with a wide range of people - including Traditional Owner groups, industry, and the public.

Qualifications:
Desirable: Qualifications in management or legal related discipline are highly desirable.

Remuneration:
MAS3 $127,859 per annum + superannuation
Full-time role, working 37.5 hours per week

Special Conditions:

This is a contract/term vacancy up to 12 months.

This position is classified as a designated position and as such, appointment to this role will be subject to a satisfactory National Police Clearance screening check.
