The Information Systems and Technology (IS&T) Service supports the frontline policing and corporate operations of SAPOL through the provision of ICT infrastructure and communication platforms, operational software applications, and support services. The Service is responsible for driving the ongoing evolution of ICT capability across SAPOL, through the delivery of high-quality ICT change programs.
Program Delivery is accountable for the successful delivery of business outcomes from a large portfolio of projects. It contains both project delivery accountability as well as portfolio governance responsibilities to manage quality, risk and budget to optimise outcomes from the portfolio as a whole. SAPOL is undertaking a large complex portfolio of work across a range of areas including core infrastructure, business systems and digital transformation initiatives. This full portfolio has been broken into three sub-portfolios to deliver on the business outcomes, including the Mobility Portfolio, in which this position is located.
The Mobility Portfolio is responsible for the delivery of 2 flagship Programs; the Mobile Workforce Program (MWP), which is focused on delivering personally issued mobile devices provisioned with full frontline capability, and the Digital Workforce Program (DWP), which will rollout digital innovation across SAPOL. Together, these programs represent an enterprise multi-year technology transformation program that will usher in SAPOL's future workplace and deliver IT solutions for next generation policing.
Your new role
The Mobility Portfolio Manager will be responsible for the analysis, development and implementation of a range of project and program outcomes while adhering to policy and best practice to support the Portfolio’s business needs. The incumbent will work under broad direction, provide leadership, and contribute to project outcomes, to achieve Portfolio priorities. This role will work with the leadership team in the day to day running of the Portfolio and work closely with and under the broad direction of the Mobility Portfolio Director. Working with a portfolio team of 60 professionals, the role will build strong relationships with SAPOL project sponsors, business subject matter experts and suppliers.
Under broad direction, manage large and complex IT projects and programs, implementing significant business change and IT solutions.
Develop and implement strategies for the successful ongoing operation of solutions from projects and ensure that they are successfully handed over to Operational Services
Establish and maintain relationships with key vendors and suppliers and other SA government agencies
Manage project schedules, resources and resource plans, project dependencies, scope change, risks, issues, budgets and finances, including requirements management, change management and defect management.
Oversee the implementation of quality assurance processes and subsequent adherence verification
Partner with and influence project and program managers and executives and build successful working relationships with a range of stakeholders
Develop, manage and oversee financial and resource administration practices, and processes as they pertain to projects, programs, and portfolio, particularly within a government context.
Contribute to building project management maturity and practice through mentoring, supporting and developing the skills and awareness of project staff and project stakeholders to ensure the successful delivery on initiatives and projects.
What you'll need to succeed
Highly developed communication, interpersonal, negotiation, stakeholder management, engagement and relationships skills, including the ability to work with people at all levels, partner with and influence project managers and executives and produce written reports of a high quality.
Strong knowledge and experience in digital transformation delivery, stakeholder consultation and analysis, financial and resource administration practices, and processes as they pertain to projects, programs, and portfolio, particularly within a government context.
Well-developed analytical, strategic and conceptual thinking skills and demonstrated ability to gather and interpret information, analyse complex business issues systematically, understand them and present option and solutions.
Experience in leading multi-year, enterprise-wide digital transformation programs, managing multiple projects simultaneously.
Strong leadership and collaboration skills – a credible leader, team builder, mentor, and strong communicator who thrives in a cross-functional environment and is self-motivated and can work in a complex landscape.
Proven record of successful implementation of complex projects and programs with the ability to manage multiple stakeholders, conflicting priorities and delivery of concurrent outcomes
Special Conditions
The incumbent must hold a current Australian work eligibility status and will be subject to a criminal history check.
The incumbent may be assigned to other duties at this remuneration level or equivalent.
Some out of hours work and intra/interstate travel may be required.
The incumbent is required to participate in SAPOL's iEngage program.
Salary
MAS3 - $127,859 per annum.
