The City of Parramatta is seeking a highly skilled and motivated Senior Governance & GIPA Officer to join our Governance and Procurement team. This is a pivotal role offering the opportunity to lead a dedicated team, influence organisational governance frameworks, and contribute to the integrity and transparency of Council operations. About the role
This position is responsible for leading and managing key governance functions at the City of Parramatta, ensuring compliance with legislative obligations and supporting the delivery of transparent, ethical, and effective local government operations. As a senior member of the Governance & Risk team, the Senior Governance & GIPA Officer plays a critical role in overseeing Council's delegations, statutory compliance, and information access frameworks, while also mentoring a team and delivering major governance projects.
You Will:
- Ensure Council's compliance and delegations frameworks are robust, effective, and aligned with statutory requirements.
- Manage the review and continuous improvement of governance policies and procedures, providing expert advice to enhance service delivery.
- Lead the delivery of organisation-wide training on governance frameworks and ensure consistent application across all departments.
- Oversee the maintenance and accuracy of Council's governance databases, registers, and public information systems.
- Provide authoritative advice on governance matters, including GIPA and privacy legislation, to internal and external stakeholders.
- Liaise with key external bodies such as the Office of Local Government and NSW Ombudsman to ensure compliance and best practice.
- Prepare high-quality reports and briefings on governance issues for senior management and Council.
- Lead and mentor the Governance Team, fostering collaboration and delivering strategic governance initiatives.
- Manage large-scale governance projects, ensuring timely and effective outcomes.
About You
The ideal candidate will bring extensive experience in governance within a local government, with a strong understanding of legislative frameworks and a passion for ethical leadership and continuous improvement.
You will also bring:
- Over five years' experience in governance management within local government.
- You hold degree qualifications in business, policy, local government, or a related discipline, or possess equivalent demonstrated experience.
- In-depth knowledge of the Government Information (Public Access) Act and related legislation.
- Strong ability to interpret legislation and assess its impact on corporate governance responsibilities.
- Proven experience managing delegations, governance frameworks, and policy development.
- Demonstrated experience in delivering training across a wide range of governance topics and engaging diverse audiences.
- Experience preparing reports, policies, and correspondence in a local government context.
- You are adept at navigating politically sensitive environments with professionalism and discretion.
- Exceptional written and verbal communication skills, including negotiation and the ability to explain complex decisions clearly.
- Strong research, analytical, and organisational skills, with the ability to manage multiple priorities and meet deadlines.
- Confidence in mentoring and fostering growth and development within a team.
- Commitment to upholding the highest standards of integrity, confidentiality, and ethical conduct.
What's on offer
We are offering an attractive remuneration from $129,776 to $142,860 plus 11.5% superannuation.
