Position overview

The Procurement and Contracts Pricing Analyst is responsible for leading the pricing analysis and financial components of strategic and complex ICT, managed services and scientific equipment procurements and contract management matters across the Bureau. The role plays an integral part in the overall effectiveness of the Procurement & Contracts function, in accordance with practices consistent with legislation, Government policy and enterprise processes, ensuring both strategic priorities and governance requirements are balanced to support delivery of Bureau strategy.

The role is responsible for leading, development and modelling of financial and non-financial inputs required during the procurement and contract management lifecycles across a broad range of strategic, complex RFxs and contracts, spanning across a range of procurement categories .This includes RFx development and statement of requirements pricing, commercial evaluation, negotiation, and drafting of pricing terms through to contract execution and / or contract variations of existing agreements.

The role is also responsible for supporting Procurement and Contracts reporting requirements, including the maintenance and continuous improvement of the Bureau's contract register, and other regular reporting requirements using the PowerBI service.

The role reports through and provides support to the Manager, Commercial and Contracts, and works cross functionally in collaboration with Procurement Operations, taking direction from the Procurement and Contracts Lead from time to time. The successful candidate will need to demonstrate high level critical thinking, problem solving,influencing skills and subject matter expertise in order to ensure strategic and governance requirements are met for the Bureau. The successful candidate will also have the ability to work under limited supervision and direction.

Role responsibilities

The responsibilities of the role include but are not limited to:

  • Complying with all Bureau work, health and safety policies and procedures, and taking reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.
  • Provide leadership and support for the pricing, commercial and financial evaluation of tender responses, including the development of quantitative scenario analysis as input to evaluation reports for review and endorsement; consistent with legislation, Government policy and enterprise processes.
  • Providing pricing analysis and financial support, including scenario development and analysis to quantitative inputs into the negotiations strategy, deal parameters, and executive briefing papers.
  • Collaboration with negotiation team members including the lead negotiator, technical subject matter experts, and Procurement and Probity advisors.
  • Lead and deliver expert pricing analysis advice and support in collaboration with contract/vendor managers. Act as a source of pricing contract interpretation for key stakeholders.
  • Establish and maintain strong business relationships with stakeholders and suppliers including effectively managing pricing contract enquiries, issues, disputes, variations, risks and undertaking negotiations with suppliers as required.
  • Support and contribute to Bureau negotiations team across a number of RFTs and / or variations to existing agreements, in accordance with the approved deal parameters, including updates to negotiations gap lists and associated documentation.
  • Collaboration with negotiations team members including technical subject matter experts, Legal advisor and legal support, Procurement and Probity advisors.
  • Provide input as necessary to executive briefing and approval papers necessary for finalisation and agreement execution.
  • Provide advice and guidance to project delivery teams in relation to commercial and contract management processes, procurement and probity.
  • Provide technical support for Procurement and Contracts reporting requirements, including maintaining the Bureau's contract register, undertaking continuous improvement activities for the register, and other regular reporting requirements using the PowerBI service.

Merit pool
